Job Description and Duties

Under the general direction of the Information Technology Services Division (ITSD), Network Services Manager (IT Manager I), the Senior Network Engineer is responsible for the implementation, administration, and analysis of the most complex network and cloud infrastructure and security systems within the Lottery. Serves as the department's highest-level technical expert for enterprise-wide network systems, including on-premise, cloud-based, and hybrid infrastructure components. Leads enterprise-wide network and cloud system implementation projects and is responsible for the maintenance, operations, and configuration of physical and virtual network environments, including ensuring the availability, performance, and security of enterprise network systems in accordance with government regulations, industry standards, and service management frameworks. This includes designing and reviewing network and cloud architectures; researching emerging technologies and trends in network and cloud infrastructure; performing advanced analysis, remediation, and reporting of network and security events; and managing change and incident tickets, coordinating with vendors and cloud service providers. The duties for this position are focused in the Systems Engineering, Information Security Engineering, and IT Project Management domains.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Senior Network Engineer will work in a fast-paced environment, with competing priorities, and critical deliverables.

 

  1. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
  2. Travel: Statewide, overnight travel may be required.
  3. Other: This position may be required to carry a Lottery-issued mobile phone. This position may be required to be reachable outside of normal business hours.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience designing, implementing, and administrating the most complex and technical network infrastructure devices and systems.
  • Experience architecting and managing statewide networks, cloud services, and related connections.
  • Experience implementing and troubleshooting switches (including core and data center), firewalls, routers, client VPN terminators, network access control systems, wireless controllers and access points, DNS, authentication and authorization servers, network monitoring and management systems, IDS/IPS systems.
  • Experience administrating networking systems and solutions, such as Wi-Fi controllers, Firewalls and Managed Switches.
  • Experience configuring and implementing network equipment from pre-defined policies and procedures based around best business and security practices.
  • Experience leading network or infrastructure projects.
  • Experience developing network documentation, including topologies, processes, and procedures.
  • Knowledge of or experience with IT Service Management, such as ITIL, Incident Management, Change Enablement.
