The Civil Rights Enforcement Section enforces federal and state civil rights laws and the California and U.S. Constitutions through affirmative investigations and complex litigation in federal and state courts. Subject areas include children’s rights, racial justice, immigrants' rights, voting rights, disability rights, and housing. The Section houses the Bureau of Children’s Justice, the Disability Rights Bureau, and Racial Justice Bureau. In addition to representing the Attorney General in his independent capacity, the Section represents state agencies and state boards, including the California Civil Rights Department. The Section also implements various state laws, including the Racial and Identity Profiling Act of 2015 (Assembly Bill 953), Assembly Bill 1780 (ban on legacy and donor admissions in higher education), and AB 103 (immigration detention facility reviews).
Under the supervision of the Senior Assistant Attorney General, the Supervisor (SUP) I has primary responsibility for planning, directing, and overseeing all administrative functions in the Section. The SUP I supervises the Analyst I and Analyst II staff responsible for tracking proposed legislation, litigation, and investigative workflows for the Section, including budget, telecommunications, personnel, procurement, contracts, public records act requests, and special projects; oversees and/or completes compilation(s) of required fiscal, timekeeping, and personnel reports; conducts project analyses; develops and maintains Section procedures; coordinates and prepares Budget Change Proposals and grant funding proposals and tracking of outcomes and compliance; assists in program implementation; ensures that Departmental, Division, Section, California Department of Human Resources, Department of Finance, Department of General Services, State Administrative Manual and labor contract policies and procedures are followed; works closely with the Senior Assistant Attorney General, Division executive management and the Deputy Attorney General Supervisors of the Section to determine the needs and appropriate courses of action necessary to ensure strict compliance with procedures dealing with budget, procurement, personnel, legislation, and facility projects; and meets project completion deadlines. The SUP I also works closely with the Deputy Attorney General Supervisors of the Section to cross-supervise the Analyst I and Analyst II staff when assigned to litigation, investigations, Legislatively Mandated projects, and other legal work that is supervised by the Deputy Attorney General Supervisors.
