Job Description and Duties

The CalFresh County Technical Assistance Bureau within the California Department of Social Services is seeking a highly motivated, solutions-oriented leader with strong analytical, communication, and collaboration skills to serve as the Corrective Action Section Chief (Staff Services Manager II). This is an exciting opportunity for a strategic thinker who is passionate about improving program accuracy, timeliness, and overall service delivery to California households.

The County Technical Assistance Section B Chief will lead the newly established County Technical Assistance Section B, responsible for statewide activities aimed at improving CalFresh timeliness and payment accuracy. The incumbent will oversee a multidisciplinary team responsible for analyzing data, and identifying performance trends.

The ideal candidate is a dynamic and collaborative leader who demonstrates initiative, sound judgment, and a commitment to continuous improvement. They will have experience leading teams, facilitating cross-departmental collaboration, managing complex projects, and using data to inform strategic decision-making.

Up to 50% Travel Required

This is a 12-month limited term position and may be extended to a maximum of 24-months and/or may become permanent based on operational needs.

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. 

Please note: Regular commute is not compensable. 

For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The CalFresh Branch oversees the administration of CalFresh, California's version of the Supplemental Nutrition Assistance Program (SNAP), and the California Food Assistance Program (CFAP) with the mission of ensuring that all eligible Californians have access to the food benefits available to them and that the Branch supports the provision of excellent customer service while upholding program integrity. The CalFresh Branch is comprised of the Policy Bureau, Operations Bureau, and Technical Assistance Bureau.  

CalFresh is federally mandated, and in California, is state-supervised and county-operated.  The Branch also oversees the administration of Disaster CalFresh, as needed, and several state-funded food benefit initiatives. CalFresh is the largest food program in California and provides an essential hunger safety net.

  • Experience leading and coaching diverse teams, including staff, contractors, and county partners, to ensure consistent, high-quality technical assistance and support for county operations.
  • Excellent communication and presentation skills, including the ability to prepare and deliver clear, concise, and persuasive written materials, reports, and presentations to executive leadership, county administrators, and federal partners.
  • Ability to plan, organize, and manage multiple priorities in a fast-paced environment while maintaining attention to detail and ensuring that deliverables meet quality standards and deadlines.
  • Experience building and maintaining collaborative relationships with internal divisions, county welfare departments, federal partners, and other stakeholders to achieve shared goals and promote accountability.
  • Knowledge of CalFresh/SNAP policy, operations, and performance measures, including application and recertification processing timeliness, payment accuracy, and corrective action planning, or the ability and willingness to quickly develop such knowledge.
  • Experience in business process improvement and project management methodologies (e.g., Lean, Six Sigma, Continuous Improvement, Agile) to guide counties through operational assessments and process redesign.
  • Ability to exercise initiative, good judgment, and integrity in making decisions, managing sensitive issues, and maintaining a positive and professional work environment.
