The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Specialist III (ITS III) to work in the Water Boards Special Projects Office.

Duties: Under the general direction of the Information Technology Manager II and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.
The Lead Quality Assurance, Development and Automation Architect (Data) leads the technical development and implementation of new, mission-critical IT projects in the Special Projects Branch. The branch provides core IT project management and technical support services for new IT solutions, including business analysis, and application development. The branch implements new IT solutions that span all phases of the development lifecycle, including planning, analysis, design, test, implementation, and ongoing support.
The branch also works directly with program partners to capture business requirements of smaller projects and matches these requirements to technical solutions. The branch builds an ecosystem of tools (such as low/no-code solutions) with governance and controls to help program partners solve their own business problems with technology wherever possible.
The ITS III is responsible for collaborating with IT staff, technical services, and project initiatives to help implement the IT vision and strategic direction set by the Deputy Director in support of the State and Regional Boards’ Strategic Plan. The technology initiatives have departmental and statewide impacts and influence on current and future services offered by the Water Board.

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
