Job Description and Duties

Under the general direction of the Executive Director and the direct oversight of the Supervisor II, the Supervisor I serves as the direct manager over staff providing administrative support to all programs. The Supervisor I consults with the executive management team, and exercises judgment and oversight of the daily and ongoing administrative functions and operations. This position supervises, trains, assigns work, and directs the day-to-day activities of analytical and administrative personnel, providing leadership to staff and central administration including procurement, contracts, business services, facility operations, travel coordination, statute and legislation, accounts payable and receivables, and support to various financing programs. Alongside the Supervisor II, the Supervisor I will serve as a subject matter expert on contracting, accounting standards, documentation, record retention, and other administrative functions, providing technical support for program staff and management needs. The Supervisor I will act in the absence of the Supervisor II.

CAEATFA, as part of the State Treasurer’s Office, is currently operating on a hybrid office/telework arrangement with staff working in office at least two days per week with the option to telework on the other days.

This position will require occasional overnight travel and may require occasional day travel.

The California Advanced Transportation and Alternative Energy Financing Authority (CAEATFA) has an opening for a Supervisor I to lead analytical and administrative personnel providing central administration and support of CAEATFA and its various clean energy related programs, and potential new programs that may be authorized under CAEATFA’s statute.

    • Demonstrated ability to think critically, pay careful attention to detail, and apply these skills to the solution-oriented management of problems as they arise in the normal course of business
    • Demonstrated ability to communicate effectively orally and in writing, including research, preparation of written analyses and supporting recommendations to executive management
    • Experience in contracting and procurement best practices, preferably related to government financing incentives, energy efficiency or alternative energy programs.
    • Experience with compliance and contract accounting processes and development of procedures.
    • Ability to organize, synthesize and present complex information before the public, other state agencies, and the Board of CAEATFA
    • Demonstrated ability to function with a high level of diplomacy, confidentiality, and tact in order to gain confidence and trust
    • Background in relevant subject matter such as energy efficiency, alternative energy, advanced transportation, consumer or commercial finance, operations, program design, tax laws, economic development, etc.
    • Desire to work in a fast paced, small, service-oriented state agency prioritizing accountability, transparency and customer service
    • Ability to manage multiple, complex projects simultaneously
    • Proficiency in Microsoft Word, Excel, Outlook, Adobe Acrobat, agency-customized database systems and project planning/management tools
