Job Description and Duties

The Secretary of State’s Project Management Office (PMO) is recruiting a permanent, full-time Information Technology Specialist II. Under general direction of the Enterprise Project Support Manager (Information Technology Manager I), the incumbent will function in the areas of Budget/Procurement/Contract/Change Management and Scope/Schedule/Resource Loading for new projects.

Initially, the incumbent will be assigned full-time as the Project Manager for the Notary Automation Project 2.0 (NAP 2.0), a medium criticality project under the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process. The Secretary of State (SOS) currently utilizes a legacy Notary Public System to store and maintain notary public commission data and public officials’ signatures used to process apostille requests. NAP 2.0 will replace this legacy system with modern technology that will streamline business processes and offer more efficient online services to notaries and the public.

The Information Technology Specialist II will manage or oversee all phases of the project management and system development life cycles to ensure efficient and effective delivery of unique information technology (IT) products and services, including:

• Develop and/or update project plans for IT projects including information such as project objectives, technologies, system information specifications, schedules, funding, and staffing.
• Manage projects to ensure adherence to budget, schedule, and scope.
• Manage internal and external project stakeholder communication, including creating and presenting status reports as needed for executive and project team members.
• Perform risk assessments to develop response strategies in order to control or reduce risk.
• Determine the resources (time, money, equipment, staffing, etc.) required to complete the project.
• Develop implementation plans that take into consideration analyses such as cost-benefit or return on investment.
• Manage or oversee all aspects of IT projects applying industry standards, principles, guidelines, methods, techniques and using planning, monitoring and controlling principles and tools to deliver an IT product, program solution, service, or system.
• Produce budgetary reports required by the California Department of Technology, Department of Finance, Department of General Services, and other agencies.
• Manage contracts for IT consultant services.
• Prepare Scope of Work (SOW) documentation for contracts to procure IT consultant services.
• Monitor, maintain, and develop processes utilizing software applications (e.g., SharePoint, Visio, MS Project, etc.) that support a cohesive Project Management Information System (PMIS) that streamlines IT Project Management for SOS.

• Experience developing and managing project scope, schedule, and resources.
• Experience managing project budget.
• Experience managing contracts and procurements.
• Experience performing change management.
• Experience working in highly complex environments that have competing priorities and demands.
• Experience using software applications that facilitate project management processes.
• Experience with California Department of Technology (CDT) Project Approval Lifecycle (PAL) process.
• Possession of Project Management Professional (PMP) certification.

Special Requirements

Background Check: This position will perform Project Management work related to Notary Automation Project 2.0 (NAP 2.0) will require a background check due to access to sensitive data on Notaries Public and applicants, including Criminal Offender Record Information (CORI). The employee in the position will review and test functionality of the application that specialized Notary staff use to assess a candidate's appropriateness to become a Notary Public, including review of personal data and criminal records. The employee will troubleshoot and monitor secure data exchanges with partners such as Department of Justice (DOJ), requiring them to review, transfer or backup sensitive data.

Authorization to Conduct background checks for this position falls Under (PC 11105.001.) filed with the Secretary of State on September 17, 2025, Permissive Authority. It complies with SAM 5305.4, SAM 5365 and SIMM 5305-A. The process stated in Government Code section 12952 will be followed prior to denial of hiring for a position based on background check results.
