The California Central Valley Regional Water Quality Control Board’s Rancho Cordova Office has an opening for a Supervising Water Resource Control Engineer (WRCE) overseeing key regional activities. The position is located at 11020 Sun Center Drive #200, Rancho Cordova, CA 95670.

The Supervising WRCE will serve as the Program Manager for the Central Valley Water Board’s Compliance and Enforcement (C&E) Program and as a Section Supervisor for staff working in the Region’s Rancho Cordova office. Section Supervisor responsibilities will include organizing, coordinating, and directing the work of a Groundwater Protection C&E Unit, a NPDES/Timber Harvest C&E Unit, and a Storm Water/Cannabis C&E Unit. In the role of C&E Program Manager, the Supervising WRCE will be responsible for developing and implementing an annual C&E Program workplan, which helps direct compliance and enforcement activities across the entire region to ensure consistent application of the State Water Board’s Enforcement Policy.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Experience leading and motivating high-performing technical teams.
  • Experience overseeing compliance and enforcement initiatives and casework, including prioritizing compliance enforcement cases when faced with complex policy considerations.

·  Experience in public speaking and engaging in public participation/outreach efforts.

  • Experience and knowledge of surface water quality regulation, including the development and oversight of water quality-based effluent limitations and permit provisions in permits and/or certifications that implement provisions of the federal Clean Water Act.
  • Knowledge of hydrogeology and fate/transport of chemicals in soil and groundwater.
  • Knowledge of and experience with selection, installation, and operation of various wastewater treatment technologies.
  • Experience with evaluating and developing groundwater and/or surface water monitoring programs to ensure compliance with regulatory standards.
  • Project management experience, including tracking resources and workplan commitments.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial size 12 pt. font, and normal margins.
