Job Description and Duties

What will you do?

As the Deputy State Auditor, Audits (Deputy), you will plan, organize, and direct the operations of one of the performance audit branches dedicated to improving California government. Specifically, you will serve an important role by supervising teams of auditors responsible for performance and compliance audits of state and local government entities, including the judicial branch. As one of the office’s Deputy State Auditors, you will also serve as a member of the Executive Office management team to ensure the completion of office wide strategic initiatives. Specifically, you will:

  • Direct one of the performance audit branches composed of approximately 55 staff including principal auditors, team leaders, and staff auditors.
  • Manage the branch’s staff resources and job assignments to ensure adequate coverage for statutory audits and those approved by the Joint Legislative Audit Committee.
  • Ensure the audit branch has adequate resources needed to staff the branch audits, including any specific expertise needed for specialized subject areas. Consult with the branch audit principals in the determination of audit team composition and adjustments to staffing to fill gaps as needed.
  • Represent the office and act on behalf of the State Auditor with the Legislature, national audit associations, and federal agencies, including the Government Accountability Office and the Office of Management and Budget.
  • Approve final branch audit reports and serve as the final signatory for branch audit documents, prior to review by the Chief Deputy State Auditor and State Auditor.
  • Supervise audit branch principals and ensure all phases of the performance evaluation process are carried out. Evaluate and provide staff feedback on branch staff performance.
  • Participate as an Executive Office team member in strategic planning and in determining the policies and procedures for the organization. Serves as executive sponsor for key strategic initiatives. Ensure the audit branch progresses in achieving key strategic initiatives.

      Working Conditions

      • Work performed in the office is in an air-conditioned high-rise building with elevator access and both natural and artificial lighting.
      • Work requires sitting for an extended period of time using a personal computer and the use of standard office equipment, such as phones, copiers or scanners.
      • Work may require periodic non-standard work hours and work during weekends to meet workload needs and demands.
      • Work may require infrequent travel throughout the State of California to include overnight, weekends or several days at a time.

      Temporary Salary Reduction: Due to significant budget shortfalls, beginning September 1, 2025, the office will participate in the Personal Leave Program (PLP) which reduces employee salaries in exchange for accrued leave hours. The salary reduction for this position is three percent, while accruing five PLP hours per month.

      2. You have experience managing audits involving complex information systems with comprehensive data and assessing the reliability of available data.
      3. You possess strong leadership and management skills to motivate staff to produce their best work, effectively prioritize and complete multiple projects, resolve conflict, and solve problems.
      4. You have a demonstrated ability to gain the confidence and support of executives and senior leadership to advise them on effective communication strategies and processes.
      5. You have knowledge of and experience applying Government Auditing Standards issued by the Comptroller General of the United States ("Yellow Book") to ensure auditing activities adhere to applicable standards.
      6. You have knowledge of the organization, functions and practices of California state government in order to audit or review audits of State governmental agencies.
      7. You have knowledge of the California State Auditor’s mission, programs and policies.
      8. You have demonstrated experience exercising a high degree of integrity and confidentiality for sensitive issues and using sound judgment in decision making.
      9. You possess effective written and verbal communication skills and the ability to represent the State Auditor’s office effectively with other agencies and the public. 


      Examination Information


      Submit a Statement of Qualifications (SOQ) responding to each desirable qualification factor in the same order listed above in the ‘Who are you?' section of this bulletin using specific examples of your education, training and experience. The SOQ must be numbered in order, typed and no longer than three pages in length using 11 or 12-point font. Failure to follow this format may result in disqualification from the selection process.

      The Deputy State Auditor, Audits is a Career Executive Assignment (CEA) position. Submission of the application package is considered to be the CEA examination. The examination process will consist of an evaluation panel scoring each candidate's SOQ based on the desirable qualifications for the position listed in the 'Who are you?' section and the competitive nature of each candidate's relevant knowledge, skills and experience.

      If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

      A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

      The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
