If so, please apply for this dynamic Supervising Water Resource Control Engineer position.The Supervising Water Resource Control Engineer supervises the work of the North Coast Region’s Point Source & Groundwater Protection Division and serves on the Region’s Executive Team providing strategic input and guidance on complex technical and policy challenges facing the North Coast. The Division Supervisor plans, organizes, directs and coordinates the work of seven core regulatory programs: wastewater, stormwater, discharge to land, solid waste disposal, underground storage tank/site cleanup, groundwater protection, and environmental justice.

The Supervising Water Resource Control Engineer may select to work from one of our two office locations:

Main Office: 5550 Skylane Boulevard, Suite A, Santa Rosa, CA 95403.

OR

Northern Field Office: 930 6th Street, Eureka, California 95501.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

  2. Excellence in writing, reviewing, and editing technical reports.
  3. Excellent verbal communication skills with demonstrated experience giving presentations to large audiences.
  4. Experience reviewing, analyzing, and proposing policy decisions for environmental protection.
  5. Experience analyzing and interpreting scientific data, engineering designs and plans especially as those data, designs and plans relate to management or policy decisions.
  6. A high level of proficiency in managing multiple projects, setting and shifting priorities, and meeting deadlines.
  7. Experience working with state, federal, and local agencies, tribes, research organizations, community members, and regulated entities.
  8. Ability to work effectively with all levels of staff, management, and the public, and as a member of a team, with integrity and good judgement.
  9. Experience as a supervisor and/or lead of a multi-disciplinary team in the implementation of a water quality regulatory program.
  10. A willingness to lead by example and ability to continuously review and improve, as necessary, staff effectiveness.
  11. A familiarity with budgets, work programs, and personnel actions.
  12. Experience in a National Pollutant Discharge Elimination System (NPDES), NPDES program and knowledge of NPDES regulations and policies that affect NPDES permits.
  13. Experience in the enforcement program and knowledge of the State Water Quality Enforcement Policy.
  14. Knowledge and experience with evaluating the environmental impacts of discharges and beneficial reuse of treated wastewater.
