The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Stormwater Management Unit. The position is at an office building in the Mission Valley community of San Diego at 2375 Northside Drive, San Diego, 92108 near light rail, freeways, and restaurants. Telework up to 3 days a week is available following a probationary period.
Under the close supervision of a Senior Water Resource Control Engineer(Supervisory) and consistent with good customer service practices and the goals of the State Board’s Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform water quality engineering work related to the San Diego Water Board’s Stormwater Program. Specific job duties and responsibilities are described in the Duty Statement.
The WRCE supports integration of stormwater capture and infiltration into regional initiatives, including integrated regional water management planning, while addressing statewide and regional water supply needs through planning and permitting of new supplies, storage, conveyance, and conservation efforts. The WRCE performs professional engineering duties for the stormwater program, including conducting audits and inspections; reviewing engineering reports, plans, Water Quality Improvement Plans, surveys, grant proposals, policies, and monitoring data; and preparing National Pollutant Discharge Elimination System permits, inspection reports, enforcement actions, and Executive Officer Reports. The position also coordinates with internal and external stakeholders, including state and regional water boards, municipalities, districts, NGOs, disadvantaged communities, and the public and requires independent work, effective communication, multitasking, and proficiency in administrative tasks, database management, and Microsoft Office.
The position requires the application of engineering methods and principles in performing activities related to analyzing stormwater data, reviewing reports, and performing field inspections to assess compliance with stormwater permits, and prepare documentation. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will use data interpretation/visualization tools to analyze and evaluate water quality data and the potential effects of pollutants and pollution on water quality and beneficial uses; and will interpret data to guide regulatory actions that will achieve environmental outcomes or enforcement to deter non-compliance. The incumbent is expected to work collaboratively with other staff and regulatory agencies; and provide written and verbal presentations to the public and Board members.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
