Job Description and Duties

Who are we? 
The CalWORKs and Family Resilience Branch is responsible for supervising several components of the Federal Temporary Assistance for Needy Families (TANF) program in California, known as the California Work Opportunity and Responsibility to Kids (CalWORKs) program. The CalWORKs and Family Resilience Branch is also responsible for providing, supporting and measuring the implementation and performance of the services necessary for families to obtain long-term positive outcomes, including supports needed for parents to increase family well-being and stability . 

Did you know CalWORKs offers a Home Visiting Program (HVP) to eligible CalWORKs participants in select counties? The Home Visiting Unit, located in the CalWORKs Family Resilience Branch (CFRB) of CDSS; offers oversight, policy guidance, performance evaluation and program development for the implementation of CalWORKs Evidence Based and Informed Home Visiting Models.

What will you do? 
The HVP policy and program analyst will be joining a fast-paced, dedicated team responsible for statewide oversight, development and maintenance of an important fast growing CalWORKs program. The CDSS HVP team has oversight of 41 counties, offering supportive Home Visiting services to families accessing California’s CalWORKs program. To ensure the continued success of the program, the HVP team is seeking a capable and effective analyst.

The CalWORKs HVP unit provides state-level leadership, coordination, and technical assistance to local County Health and Social Service partnerships, to support the administration of the CalWORKs HVP.  

Job Description and Duties - Under the general direction of the Supervisor I, the Analyst II is responsible for a variety of complex activities associated with CalWORKs HVP policy development, implementation and interpretation. In addition, the Analyst II is involved in the statewide program development of CalWORKs HVP, legislative bill analysis, contract management, special projects requiring research, analysis and evaluation, and proactively provides recommendations to management for continuous quality program improvement. The Analyst II demonstrates the ability to work independently, as well as in a group setting, and maintains effective and ongoing communication with management. Travel may be required up to 25% of the time.

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. 

Please note: Regular commute is not compensable.

For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

CalWORKs Welfare to Work, or Evidence-Based Home Visiting program development experience is very desirable. More important, however, are strong analytical, verbal communication, writing, and interpersonal skills. The Analyst II must have working knowledge of the computer and have the ability to use the following programs:

Microsoft Suite (e.g., Word, Excel, and) Outlook, Adobe and Internet browsers. 


Additional qualifications include:
• Experience operating social media and virtual platforms (Zoom, Webex, etc.)
• Strong oral and written presentation skills 
• Tactfulness and strong interpersonal skills 
• Strong ability to read and interpret performance data
