Job Description and Duties

The Division of the Ombudsperson of the Office of Youth and Community Restoration (OYCR) receives and responds to inquiries and complaints from youth, families, advocates, and members of the public regarding the care and conditions of youth in California’s juvenile justice facilities, as well as the policies and practices within those secure settings. Under the general direction of the Supervisor II, the Analyst II independently performs a wide range of analytical duties in support of the Ombudsperson Division’s mission. The Analyst II plans, develops, and coordinates outreach and training initiatives aimed at promoting awareness of the Youth Bill of Rights and improving conditions for youth in juvenile justice facilities. The Analyst II develops and updates the Ombuds training materials and tools that reflect current laws and best practices, and facilitate trainings for youth, facility staff, probation departments, and community partners. The Analyst II also provides technical assistance to local and state partners by interpreting policies and regulations. The Analyst II supports regional engagement efforts by coordinating with facility leadership, youth advocates, and other stakeholders to identify training needs and ensure consistent implementation of youth rights across counties. Additionally, the Analyst II assists the Supervisor II in the planning and execution of the Ombudsperson’s Annual Site Visits to juvenile justice facilities. This includes supporting logistics, preparing outreach and documentation materials, and participating in on-site data collection and follow-up efforts.

Working Conditions

This statewide position will be located in one of the following counties: Los Angeles, Orange, Kern, Ventura, Riverside, San Bernardino, and San Diego.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of CalHHS under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CalHHS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CalHHS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

1. This position requires knowledge of the juvenile justice system. Describe how your knowledge training, experience, and skills prepares you to do this type of work.

3. Describe your experience researching and analyzing data, policies, laws, best practices, and evidence-based practices.
4. This position requires delivering training to a range of audiences including incarcerated youth, families, community-based organizations, law enforcement, attorneys, and other stakeholders. Describe your experience in developing training curriculum, delivering training in both virtual and in-person settings, and include details about the training methodologies or formats you have utilized.
5. This position requires interviewing incarcerated youth age 12 to 25 on sensitive topics. Describe how your experience prepares you to conduct such interviews.

This position is designated under the Conflict of  Interest Code.

This position is subject to fingerprinting clearance by the Department of Justice.

4. Knowledge of Welfare and Institutions Code, Penal Codes, and other regulations or codes related to the role of Ombudsperson.

5. Training, presentation, curriculum development and youth interviewing experience
