In this role, you'll help shape programs, support high-level decision-making, and ensure projects and contracts are executed smoothly and efficiently.

Under the direction of the Workforce Development Division (WDD) Operations Supervisor II, the Analyst II provides overall WDD operational support to include, but not limited to administration, logistical support, coordination, program scheduling, customer service, program analysis, fiscal and business operations support, as well as program communication.

Personal Leave Program:
Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours.  Merit Salary Adjustment (MSA): Every 7 - 12 months based on the position, employees may receive a 5% salary increase until they reach the maximum salary for the position based on performance.

Special Requirements

All interested applicants are required to submit a Statement of Qualifications (SOQ). Please provide direct responses to each of the numbered items listed below. Applicants must number and include the full text of the SOQ items in their response. Please include specific examples of your education, training, and/or experience. SOQs should be limited to a maximum of four (4) pages, single-spaced, twelve-point Arial font.

  1. Describe a time you were a part of a competitive procurement or contract amendment that required strict adherence to California’s Public Contract Code (PCC), the State Contracting Manual (SCM), and applicable Bargaining Unit MOUs impacting classification duties, workflows, or contract-related external partnerships.
  2. Provide an example where you reconciled expenditures against budgeted  encumbrances, and corrected invoices or discrepancies across fiscal quarters.
  3. Tell us about a project where you identified and corrected data integrity issues in a complex dataset, and translated findings into actionable recommendations for leadership.
  4. Detail a time you authored or overhauled an SOP/policy that improved contracting, invoicing, or reporting accuracy and compliance.
  5. Describe a situation where you resolved a high-stakes stakeholder issue (internal program, vendor, or control agency) related to contracting or payments while maintaining excellent customer service.

Negotiate to obtain quality and cost-effective program resources
