Job Description and Duties

This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the general direction of the Chief of Administrative Services, the Policy & Legislative Affairs Specialist (PLAS) will be responsible for advancing the research and policy development function within CAPIAA, conducting in­depth analysis to inform policy decisions, leading research, developing policy recommendations based on findings, and often engaging with stakeholders to advocate for statewide policies impacting Asian and Pacific Islander Americans (APIA) communities. The position will support the work of statewide coalitions, ensuring that the voices and needs of the APIA communities are central to policy discussions and solutions. In addition, PLAS is responsible for planning, developing, implementing, and facilitating the work of CAPIAA's Policy Committees. 

This position is Limited Term (12 months); it may become permanent, be extended up to 24 months, or be cancelled at any time.

Department Information

California is proud to be home to over six million Asian and Pacific Islander Americans (APIA), the fastest growing ethnic population in the state. 
The California Commission on Asian and Pacific Islander American Affairs (CAPIAA) was established in 2002 and is charged with elevating the political, economic, and social issues of Asian and Pacific Islander Americans (APIA), in the state. 
The Commission advises the Governor and the Legislature on how to best respond to views, needs, and concerns of the state's diverse and complex APIA communities. Additionally, the commission provides assistance to policymakers, state agencies, departments, and commissions to develop appropriate responses and programs that meet the needs of APIA communities, including focus on cultural language sensitivity, and hate incident and hate crime prevention measures.

Special Requirements

  • Experience serving as a principal legislative advisor to executive leadership, including organizing and managing a legislative program, developing bill strategies, drafting bill language, and securing legislative sponsorship.
  • Experience conducting advanced bill and budget analysis, including evaluating impacts on program operations, developing policy alternatives, preparing bill analyses, and tracking complex legislative and budget actions through the full legislative cycle.
  • Experience preparing executive leadership for legislative engagement, including drafting briefings, talking points, presentations, and testimony on highly sensitive or high-visibility legislative and budget matters.
  • Experience leading stakeholder engagement, community outreach, and public-facing policy development.

  2. Describe your experience conducting in-depth policy research and analysis to inform legislative decisions. Can you provide an example of research you developed that resulted in a policy recommendation?
  3. Have you ever led stakeholder engagement efforts to advocate for policy changes in the California legislature or at the state level? Describe a time when you collaborated with coalitions or community organizations to advance a policy initiative. Provide a concrete example.
