Job Description and Duties

The Division of Drinking Water is seeking a motivated and technically competent Water Resource Control Engineer to join the Recycled Water Unit (of the Program Management Branch) in a dynamic role at the forefront of recycled water innovation and regulatory excellence in public health protection. Ideal candidates will have strong technical, analytical, communication, and organizational skills, and be motivated to make a meaningful impact on the future of water.

The position will be located at one of the following Division of Drinking Water Central or Northern California field office locations:

  • Redding – 364 Knollcrest Drive, Suite 101, Redding, CA 96002.
  • Sacramento – 1001 I Street, 17th Floor, Sacramento, CA 95814.
  • Santa Rosa – 50 D Street, Suite 200, Santa Rosa, CA 95404.
  • Richmond – 850 Marina Bay Parkway, Building P, 2nd Floor, Richmond, CA 94804.
  • Fresno – 265 West Bullard Avenue, Suite 101, Fresno, CA 93704.
  • Bakersfield – 4925 Commerce Drive, Suite 120, Bakersfield, CA 93309.

 

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location if reporting to the Richmond field office.

 

Under the close supervision of a Senior Water Resource Control Engineer in the Recycled Water Unit, the incumbent will perform varied and complex technical and engineering tasks. The applicants can review the Duty Statement attached.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than four (4) pages in length, using Times New Roman font, size 12, and normal margins.

Factoring in the desirable qualifications above and duty statement functions, provide examples and indicate your total years of experience and/or knowledge when answering the following statements/questions:

  1. What interests you about working in recycled water and regulatory review, and how does this role align with your career goals?

  2. Describe your knowledge and/or experience of water/wastewater treatment processes and/or recycled water production. If you have worked with or studied advanced treatment technologies (e.g., filtration, membrane systems, disinfection), explain your role and what you learned.

  3. Discuss any knowledge and/or experience with inspecting water or wastewater treatment plants.

  4. Describe your knowledge and/or experience working with engineering plans and reports, as well as with writing response letters.

  5. Discuss any experience or knowledge interpreting environmental laws, rules and regulations. (not limited to water).

  6. Describe your experience working collaboratively with multiple parties (e.g., engineers, regulators, consultants, project teams) on a project. What was your role, how did you handle differing perspectives or priorities, and what steps did you take to ensure the project moved forward effectively?
