Job Description and Duties

The Analyst II serves as the Special Assistant to the Chair of the Board. This role will participate in a wide range of projects with varying complexity and political sensitivity. The incumbent will be expected to independently conduct complex policy research and analysis, develop and evaluate policies, procedures, and program initiatives, and provide high-level recommendations to executive leadership. Additionally, they will be expected to work closely and collaboratively across multiple divisions on organization wide projects such as strategic planning, policy and procedure work groups, and legislative analyses.

This is a 12-month limited-term position that may be extended for up to 24 months and/or become permanent. During this time, you may be eligible for health, dental, and vision benefits and will earn State service credit and accrue monthly leave credits.

Working Conditions

ALRB offers a hybrid work schedule to its employees. All ALRB employees are required to work a minimum of two days a week in the office or in the field. This hybrid schedule is subject to change as needed, such as in the event of modified State of California directives, collective bargaining agreements, and/or based on operational needs. For an employee to be eligible to telework, an approved telework agreement must be on file with ALRB.

Department Information

The California Agricultural Labor Relations Board (ALRB) was created in 1975 to provide collective bargaining rights to agricultural workers in California who were exempted from federal labor protections. The ALRB protects the rights of farmworkers to engage in collective action to improve wages and working conditions, while conducting outreach and training to workers, employers, and labor unions about their rights and responsibilities under the Agricultural Labor Relations Act.

Mission

The ALRB’s mission, enshrined in Labor Code section 1140.2, is “to encourage and protect the right of agricultural employees to full freedom of association, self-organization, and designation of representatives of their own choosing, to negotiate the terms and conditions of their employment, and to be free from the interference, restraint, or coercion of employers, of labor, or their agents, in the designation of such representatives or in self-organization or in other concerted activities for the purpose of collective bargaining or other mutual aid or protection. For this purpose, this part is adopted to provide for collective-bargaining rights for agricultural employees.”

Special Requirements

Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

Department of Motor Vehicles (DMV) Employer Pull Notice (EPN) Program - The incumbent shall participate in DMV’s EPN Program, which is a process for providing the ALRB with a report showing the driver’s current public record as recorded by the DMV, and any subsequent convictions, failures to appear, accidents, driver’s license suspensions, driver’s license revocations, or any other actions taken against the driving privilege or license, added to the driver’s DMV record.

Travel - The incumbent is required to travel within the State of California by various methods of transportation.
