Job Description and Duties

The Enforcement Division’s (ED) Diesel Programs Enforcement Branch (DPEB) is seeking a highly qualified and motivated Air Resources Technician I or II (ART I or II) in the Data Operations Section (DOS). DOS develops data-driven enforcement processes, tracking tools, and reporting systems that enhance the efficiency and transparency of CARB's enforcement programs. DOS develops, deploys, and maintains the Remote Emission Monitoring and Enforcement System (REMES), the Enforcement Data Visualization System (EDVS), and ED's Core Tracker web application.The section develops and maintains a division-wide data warehouse for streamlined reporting, as well as dashboards to share data both within CARB and publicly on the CARB website. The programmatic responsibilities of DOS will evolve over time as current programs mature and new programs are implemented.

Under the direction of the Air Resources Supervisor I for DOS, the ART assists senior staff in the section with maintaining the Division's data applications and pipelines. They will participate in growing and managing ED's database system using dbt, Github and VS Code with development primarily done in SQL. The work will include gathering, tabulating and analyzing inspection and vehicle emissions data, conducting data quality assurance and system testing. The ART will also assist with building data solutions using Microsoft's Power Platform, developing dashboards with Tableau and Power BI. They will assist staff with existing enforcement processes including processing, printing, and mailing letters as needed. An ART I in this position wil be expected to require more training and supervision while an ART II will be expected to have more technical skills and be able to work more independently on more complex tasks.

The ART will need to interact and work with a broad range of internal and external stakeholders including scientists, engineers, attorneys, regulated entities, communities, and industry and environmental organizations.

Statewide travel will be required 10% of the time with occasional overnight travel via state vehicle.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
