Job Description and Duties

Under the general direction of the Information Technology Manager II, the Information Technology Manager I (ITM I) is responsible for supporting the California Highway Patrol (CHP) mission and strategic plan by creating innovative solutions; strengthening partnerships and collaborations; embracing technology; overseeing network staff members; and ensuring the reliability, availability, and confidentiality of the CHP network and information security. The ITM I will coordinate with the Department’s Information Security Office team to manage network activities, implement information security infrastructure, and provide regular network status and service reports to senior management. The ITM I is a leadership role that will work within the Department’s information technology (IT) organization and with business management to align network infrastructure-related priorities and plans with key business objectives of the Department for the Technology Infrastructure Section/Network Security Group.

Working Conditions

Monday through Friday, 0800 - 1700 hours. Must be available for after hours calls. Some after hours and weekends required, as needed.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing.  Each question must be numbered and addressed in the same order as the questions below.  The SOQ must be typed, no more than two pages in length, and 12-point Arial font.  

1. Describe your leadership ability and experience, including techniques of organizing and motivating teams and/or employees and addressing employee performance challenges.

2. Describe your experience managing enterprise technology security services, developing strategies, and modernizing complex security systems and processes.

3. Describe your knowledge of and experience in security incident management and cybersecurity architecture, security governance, and policy and process development to continuously improve the Department’s security posture.

4. Describe your experience in vendor interaction, contract management, and IT budget preparation and execution.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

- Demonstrated experience managing complex enterprise network environments, including routing, switching, firewalls, wide area network/local area network optimization, and cloud or hybrid connectivity.
- Experience supervising, coaching, and developing technical staff; building high-performing teams; and managing performance in a unionized/state service environment.
- Strong understanding of information security principles, secure network architecture, and adherence to state and federal security policies, including National Institue of Standards and Technology frameworks, State Administrative Manual 5300, Statewide Information Management Manual requirements, and coordination with the Information Security Office.
- Experience developing and implementing IT policies, standards, and procedures to ensure network reliability, availability, confidentiality, and compliance.
- Demonstrated ability to lead technology projects from planning through deployment, including experience with project management methodologies, budgeting, and resource allocation.
- Ability to communicate technical concepts clearly to nontechnical audiences, executive leadership, and external partners, both verbally and in writing.
- Experience preparing reports, presentations, or strategic plans related to network health, service management, or IT infrastructure.
- Strong customer-service orientation with demonstrated ability to collaborate with business units, vendors, and cross-functional IT teams.
- Experience managing or supporting 24/7 mission-critical environments, preferably in public safety, emergency response, or similarly high-availability settings.
- Knowledge of Information Technology Infrastructure Library, service management best practices, and incident/change management processes.
- Demonstrated ability to analyze complex technical issues, evaluate emerging technologies, and provide strategic recommendations aligned to departmental goals.
- Experience with budget development, contract management, procurement, and vendor negotiations within the state IT environment (e.g., Department of General Services/procurement processes, California Department of Technology requirements).
