Job Description and Duties

Under the direction of an Information Technology Manager I, the Information Technology Specialist I will act as a software application developer. The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly-complex electronic information processing applications. The incumbent will provide an advanced level of knowledge in systems analysis and Software Development Lifecycle (SDLC) processes. The incumbent is responsible for maintaining business knowledge expertise for systems supported. The incumbent is responsible for working overtime to meet workload demands. The projects assigned to the incumbent's team have enterprise-wide impact to support the business functions of the California State Legislature. Duties include but are not limited to the following:

Technical and Programming Specialist:
· Serve as a technical specialist within a cross-functional project team to apply technologies to the full range of SDLC activities including analysis, design, coding, testing, documentation and implementation of information systems solutions. Serve as a programming team member for web-based solutions, providing expertise in complex systems using application development technologies.
· Consult with business and technical staff to identify business and technical requirements for supported applications. Develop design specifications and technical documentation for information systems solutions that address the business and technical impacts of the project's complex technical components in terms of interoperability, security and dependability.
· Prepare and review SDLC deliverables for content, quality, accuracy and adherence to established architecture standards, industry best practices and LDC policies and guidelines. Support web applications in the area of software change management, release management, configuration management and production incident response.
· Serve in a technical specialist role to provide alternatives and to identify impacts as related to complex projects and assigned development work. Collaborate with business and technical teams regarding complex technical issues.

Planning and Communication:
Incumbent will track tasks, priorities, dependencies, status and completion dates for incumbent's assigned work. Plan, prepare and coordinate technical tasks as assigned. Communicate effectively and professionally. Develop productive working relationships with project team members and LDC management. Report progress on projects and work activities in meetings and provide regular status reports.

Program and Technical Expertise: 
Demonstrate advanced subject matter and technical expertise on supported applications. Ability to impart technical knowledge to other IT Specialists.

Technology Trends and Evaluation: 
Stay current on latest trends in in software and development technologies. Prepare estimates and technical designs for assigned work.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process.  This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. Desirable Qualifications

  • Experience with complex data processing concept
  • Ability to develop complex detailed specifications that result in new application functionality
  • Experience in developing web applications using Java, JavaEE, React, and Spring technologies
  • Experience in writing complex SQL queries to solve business problems.
