Job Description and Duties

Under the general direction of the Division Chief, Operations and Grants Program Support (CEA A), the Supervisor II manages the Community Partnerships and Equity Section’s team of county expert liaisons and resource coordinators to support the section with various statutory responsibilities such as the provision of relationship building and technical assistance to CA county government stakeholders and Community-Based Organizations (CBOs). The manager also oversees both internal and external race equity capacity building initiatives and activities. Other workstream expectations include building tribal relationships and addressing issues as they relate to youth justice, outreaching to lived experience credible messenger experts, the development of culturally specific resources to share with the counties, and a variety of contracts and initiatives to lead policy areas in both as outlined. . The Supervisor II assists in the coordination of the sections efforts to support the Office of Youth and Community Restoration (OYCR) strategic plan goals, objectives and activities. The Supervisor II works with the OYCR Data and Research Division to successfully review, provide approval, and assure implementation of county plans associated with providing programs for county-based custody, the Stepping Home model that includes Less Restrictive Programming, and reentry services of youth involved in the youth justice system. The Supervisor will ensure that each county has a county fact sheet that is updated and posted on the OYCR website and will assign section staff to provide TA to specific regions of the state. The section staff are expected to be resource developers for small, medium and large counties and expected to provide TA to the county upon request and in tandem with other OYCR staff that are subject matter experts on the specific area of TA being requested. The Supervisor II supports OYCR in the implementation of Senate Bill 823, Chapter 337, and Statutes of 2020, which promotes evidence-based trauma and healing responsive, culturally respectful, and gender specific services for youth involved in the youth justice system. These services are designed to support the youths’ successful transition into adulthood and help them fulfill their goals and achieve their potential as responsible, thriving, and engaged members of their communities.

Working Conditions

This position with be headquartered in one of the following counties:

Sacramento,Riverside,Alameda, Ventura

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of CalHHS under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CalHHS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CalHHS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

Describe in detail, how you have led teams in overseeing end-to-end contract management—including administration, procurement oversight, performance and deliverable monitoring, and budget compliance—and how you have used metrics or performance indicators to drive improvements, ensure accountability, and support timely invoice and deliverable approvals.
3. Please explain your knowledge and experience related to California’s public policy process, including moving legislative analyses to organizational leadership, interpreting and applying state and federal statutes and regulations, navigating California’s budget process to request/receive resources to maintain the sustainability of your organization– provide specific examples detailing your role and work performed.
4. Describe in detail, your experience working with community-based organizations, Tribal communities, families, and youth, including relationship-building and capacity-building efforts, and also summarize your public speaking experience, particularly any presentations related to youth justice policy and reform in California or other states.

4. Familiarity and/or experience with the youth justice reform, reimagine justice and/or the restorative justice work in California.
5. Lived experience within the youth justice and/or child welfare systems.
6. Lived experience as a formerly incarcerated person or from a family with system involvement.
7. Familiarity and/or experience with workforce development at state and local levels.
8. Highly skilled in using Microsoft products such as Excel, PowerPoint, Outlook, Teams, SharePoint, Word, Project, etc.
9. Ability to establish individual and team priorities, organize division workload, multitask, work well under pressure, and exercise initiative and flexibility.
10. Ability to be self-motivated and motivate a team, foster collaboration, and mutual respect as well as work independently and be detail and solution oriented.
11. Ability to make independent, sound, and ethical decisions regarding highly sensitive matters and maintain confidentiality.
12. Demonstrated experience analyzing complex issues and recommending effective courses of action utilizing critical and creative thinking.
