Statement of Qualifications -
PLEASE NOTE: In addition to the Standard State Application (STD. 678), you are required to submit a Statement of Qualifications (SOQ) with direct responses to the statements provided below. Within the responses, be sure to provide specific information and include an example or examples that best illustrate your experience, background, knowledge, skills, and abilities.
When completing your Statement of Qualifications, please DO NOT provide a single narrative response. Each SOQ prompt should be addressed separately (i.e.: first provide a complete and independent response to prompt #1, then a complete and independent response to prompt #2, etc.) for consideration. Additionally, each response should be numbered, to clearly indicate which SOQ prompt you are responding to. Please limit your SOQ to a maximum of six (6) typed pages, in Arial 12-point font, single-spaced. Resumes do not take the place of the SOQ.
Respond directly to the following SOQ prompts:
1. Describe your management level experience, including a specific example of a significant leadership challenge you faced. Explain the actions you took to provide strategic direction and organizational leadership, the key stakeholders involved, and the measurable outcomes you achieved. Finally, discuss how this experience has prepared you to serve as the Chief Deputy Director of a constitutional tax agency operating within a complex governmental and political environment.
2. Describe your management level experience in fast paced environments with competing priorities, political or stakeholder pressures, and evolving operational demands. Provide at least one example demonstrating your ability to manage multiple projects and adapt to shifting priorities, while ensuring alignment with organizational goals, strategic plans, and statutory requirements.
3. Describe your management level experience overseeing managers and/or supervisors, highlighting how this responsibility enhanced your knowledge of personnel management; techniques for organizing, motivating, and developing staff; and the principles, practices, and trends in public administration, organization, and management.
4. Describe your management-level public sector or governmental experience that demonstrates strong communication skills, both written and verbal, negotiation, and your ability to build collaborative relationships with external governmental entities, legislative staff, taxpayers, advocacy groups, and oversight agencies. Include how this experience will enable you to represent the Board effectively both internally and to the public.
5. Describe your management level experience analyzing and evaluating organizational structures, systems, policies, and procedures to identify opportunities for improvement. Include how you developed and implemented effective courses of action by consulting, advising, and making recommendations to executives or other high level management staff.
6. Describe your management level experience in strengthening operational accountability, succession planning, leadership development, and/or organizational culture. Include how your leadership contributed to building a more effective, resilient, and strategically aligned workplace.
