In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Demonstrated
experience leading complex fiscal and administrative operations, including
budgeting, financial forecasting, expenditure oversight, revenue tracking, and
resource management within a state agency, department, or similarly complex
organization.
2. Demonstrated
experience developing, implementing, and overseeing procurement and contracting
strategies, including sensitive and high-dollar procurements, alternative
solicitation methods, contract negotiations, and vendor oversight.
3. Demonstrated
experience interpreting and applying State of California administrative,
fiscal, and operational policies and procedures, including the State
Administrative Manual (SAM), State Contracting Manual (SCM), Department of
General Services (DGS) requirements, and other applicable state regulations.
4. Demonstrated
experience providing executive-level operational leadership across multiple
administrative functions, including procurement, contracting, facilities
management, asset management, operational compliance, and internal controls.
5. Demonstrated
experience identifying, assessing, and mitigating organizational and
operational risk, while ensuring compliance with state laws, policies, and
departmental procedures related to fiscal and administrative operations.
6. Demonstrated
experience leading cross-functional teams, managing competing priorities, and
implementing operational improvements that enhance efficiency, accountability,
and department-wide service delivery.
7. Demonstrated
experience building and maintaining collaborative working relationships with
internal and external stakeholders, including executive management, control
agencies, program leadership, vendors, and governmental partners.
