Job Description and Duties

Under the general direction of the Information Technology Manager I , the incumbent performs at the master level and has the responsibility to make decisions and recommendations to establish organization wide policies and standards in support of the Department of Justice's mission critical applications. The ITS II works independently and at times as a team lead in the configuration, installation, testing, maintenance, and performance tuning of communications and middle tier software in Windows and Unix/Linux environments. The ITS II communicates with clients and vendors to obtain information used to customize and develop the most complex software to achieve the desired result with optimal performance and security. The incumbent maintains, monitors, and supports all operational services that are associated with the Enterprise Application Support Unit.

The ITS II duties include obtaining information from clients and vendors to customize and develop the largest and most complex software to achieve the desired result and optimal performance and security. The ITS II primarily educates other technical peers in support of the most complex applications written in Java languages.

The incumbent acts as a consultant to lower-level staff to resolve challenges associated with highly complex middleware applications software, which improves their proficiency above the journey level.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.
This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

This position is located in the California Justice Information Services Division, Application Development Bureau, Firearms & Enterprise Systems Branch, Enterprise Application Support Section, Enterprise Application Server Support Unit.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience working with customers to optimize the use of the existing JEE containers.
  • Experience monitoring the daily operations, performance, and capacity of applications and servers.
  • Experience with continuous integration and delivery tools such as Ansible, Jenkins and SonarQube.
  • Demonstrable knowledge of enterprise JBoss Application Server software and technology.
  • Demonstrable knowledge of Red Hat Enterprise Linux 8 or later.
  • Ability to work productively with technical and non-technical staff, vendors and management in a team setting and independently.
  • Knowledge of Microsoft Office products (Word, Excel, and PowerPoint), Jira, Confluence and draw.io for documentation, workload tracking and presentations.
  • Experience troubleshooting and resolving complex technical problems.
  • Ability to evaluate new technologies and make effective recommendations for their use.
  • Ability to establish and maintain effective working relationships.
  • Effective written and verbal communication skills, strong analytical, and interpersonal skills.
