In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Working Conditions

  • This position will ultimately be headquartered in the Salton Sea region, situated in the southern portion of Riverside County and Imperial County. As the Salton Sea Conservancy is a newly established state entity, the permanent office location is still under development. The Executive Officer should expect the primary duty station to be within the Salton Sea region once facilities are established.
  • This position is eligible for a hybrid telework option but will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Department Information

The Salton Sea Conservancy is a new state agency within the Natural Resources Agency created by Senate Bill 583 (Padilla, 2024). Its work area is dedicated to the Salton Sea region.

The Salton Sea Conservancy sits within the California Natural Resources Agency. Its statutory purpose is to operate, maintain, and manage completed Salton Sea Program projects and to acquire, hold, and manage land and property rights within the Salton Sea region after restoration or mitigation projects are built. The Conservancy may carry out programs, projects, and activities that further its purposes, including the use of funds to award grants and loans, work with community members and stakeholders, and helping solve operation and maintenance challenges to continue progress.

  • Proven track record in high-profile stakeholder engagement and Tribal consultation.
  • Knowledge of CEQA, NEPA, and State/Federal permitting processes.
  • Expertise in land and water rights acquisition, project finance, and environmental restoration.
