Job Description and Duties

In this dynamic and high-impact role, under the direction of the General Counsel, you’ll serve as a senior legal advisor to the organization, providing strategic counsel on complex legal matters that influence Covered California’s programs, operations, and governance. You’ll lead the Office of Legal Affairs, guiding a team of skilled legal professionals while collaborating with executive leadership to address critical legal, policy, and operational challenges. From advising on enterprise-wide legal risks to ensuring compliance with state and federal regulations, your expertise will shape the future of healthcare coverage for millions of Californians.

 

As Assistant General Counsel, you’ll also play a pivotal role in advising the Board and executive leadership on statutory and regulatory requirements, overseeing complex contracts, privacy issues, and employment matters, and representing Covered California in administrative hearings and litigation. Working Conditions

  • This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

 

  • This position is headquartered in Sacramento County, 1601 Exposition Blvd, Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

  1. Please explain how your professional experience, accomplishments, and education have successfully prepared you for the Assistant General Counsel role with Covered California.
  2. Describe your experience and expertise with managing a high-volume workload with competing, priority legal matters and shifting deadlines, and explain how you assessed urgency and risk, communicated priorities, delegated work, and ensured timely, high-quality advice.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 7-15 years of progressively responsible experience in the practice of law, including substantial experience with California and federal health care law, regulatory compliance, and public-sector legal issues.
  • Demonstrated experience advising executive leadership on complex, sensitive, and high-impact legal, policy, and operational matters affecting a large and complex organization.
  • Demonstrated leadership and management experience, including supervision of attorneys or other legal professionals, oversight of legal operations, and responsibility for office or program administration.
  • Experience advising on complex contracts, procurements, vendor relationships, or other transactional matters in a governmental, health care, or similarly regulated environment.
  • Experience advising on privacy, data governance, regulatory compliance, and implementation of state and federal legal requirements affecting organizational operations and internal systems.
  • Experience overseeing or working effectively with outside counsel on litigation, administrative matters, and other complex legal or advisory matters.
  • Experience reviewing, drafting, or analyzing legislation, regulations, and policy proposals, and advising leadership on legal and operational impacts.
