Job Description and Duties

The Aftermarket Parts Certification and Audit Branch within the Emissions Certification and Compliance Division is looking for a highly motivated, results-driven Staff Air Pollution Specialist (SAPS) to assist the Aftermarket Diesel and Off-Road Section (ADORS). ADORS is at the forefront of assessing innovative aftermarket products, including EV conversions, alternative fuel conversion, hybrid conversions, large spark ignition retrofits, diesel retrofits, and other aftermarket technologies as far as their compliance with the various regulations and procedures that ADORS is responsible for implementing and supporting. Major responsibilities of the SAPS in ADORS also include identifying and researching future aftermarket needs, staying abreast of developments in engine and emissions control technologies, designing and managing confirmatory and audit test programs, providing support for several databases, coordinating with internal and external stakeholders, and regulatory support and development. The SAPS will be responsible for representing the aftermarket programs and acting as an advocate for these programs.

The successful candidate will have knowledge of emission standards and other emission-related regulatory requirements applicable to vehicles and engines sold and operated in California, an understanding of engine and emission control technologies used in on-road and off-road mobile sources, understanding of correct quality control and quality assurance methods, the ability to communicate effectively and clearly with internal and external stakeholders, excellent time management skills, be a self-starter, and have strong program management and leadership skills.The SAPS will be able to handle sensitive situations and formulate appropriate responses to legislative, external, and Board member inquiries. The candidate will also understand and successfully identify solutions to sensitive issues with tact and diplomacy. The SAPS will direct and evaluate complex technical studies to monitor effectives of existing programs and develop methods to improve the effectiveness of the programs. Additionally, the SAPS will be able to successfully assess regulatory needs, apply policy, and support regulatory changes as required. This position will require a candidate who is able to manage multiple projects and deadlines and can make sound policy and technical decisions and recommendations.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

The most competitive candidates will be a technical and regulatory specialist with background and experience in these aftermarket programs. They will have the ability understand complex technology and policy issues, be able to identify appropriate courses of action and solutions to these issues, and excel at conveying information and recommendations both verbally and in written format. They will have direct regulatory experience and have the ability to successfully assist and lead rulemaking activities. The candidate will be a self-starter, that has excellent organizational skills and the ability to work independently and as part of a team. They will have a superior level of knowledge of gasoline and diesel engines, emission control technologies, hybrid powertrains, electric vehicle technology, aftermarket parts, and emissions testing and auditing. Project management skills are essential such that the candidate can be given a complex project and be able to plan and coordinate staff and resources to complete it under tight deadlines. The most competitive candidate will have a demonstrated ability to use tact, integrity, and good judgement to cooperatively interact with people at all levels of technical staff, management, government, and industry. The candidate must have the ability to present information effectively, both orally and in writing. Applicants will be screened and only the most qualified individuals will be interviewed.
