In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong leadership, interpersonal, and problem-solving skills.
• Demonstrated knowledge of the laws, judicial decisions, and policies of the controlling administrative hearing procedures applicable to DHCS programs and actions, including the Administrative Procedure Act (APA), and the regulations pertaining to the adjudication of the Medi-Cal Audit appeals.
• Demonstrated knowledge of state and federal laws, regulations, rules, and processes that govern health care programs, including those that address Medi-Cal provider reimbursement theory, managed care plan contract implementation, and California Children’s Services (CCS) eligibility and benefits determinations.
• Demonstrated ability to independently analyze, evaluate, and resolve complicated legal principles, evidentiary rules, and relevant procedural requirements arising in an administrative forum in a manner that promotes standards of consistency, efficiency, and transparency for all parties.
• Demonstrated ability to develop and write clear and logical legal opinions, decisions, responses to motions for reconsideration, orders, rulings, regulations, and legislation.
• Demonstrated knowledge of principles and practices of policy formulation, operation, and evaluation.
• Demonstrated ability to exercise a high degree of flexibility, tact, and diplomacy, judgement, and confidentiality.
• Demonstrated ability to analyze complex problems and develop effective courses of action to solve them.
• Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and members, resulting in strategic alignment and, ultimately, the achievement of business outcomes.
• Demonstrated ability to lead change and transformation efforts within and outside the organization, using excellent communication and change management strategies.
