Job Description and Duties

Under general supervision of the Board of Vocational Nursing and Psychiatric Technicians (Board) Supervising Nursing Education Consultant (SNEC), the Nursing Education Consultant (NEC) must demonstrate in-depth knowledge of principles, practices and trends for licensed vocational nurses (LVN) and psychiatric technicians (PT). Incumbents provide expertise relative to statutory and regulatory requirements; educational and nursing principles, curriculum requirements, and approval of vocational nursing and psychiatric technician programs.
 
EXAM REQUIREMENTS
To be eligible for this position, you must have met the exam requirements for the Nursing Education Consultant classification. The most recent cut-off date for the exam will be August 14, 2026.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.

While this position does not travel frequently, they should be able to attend Board meetings in Sacramento and via webcast. Additionally, be able to travel to confer with staff and individual schools and programs if needed.

Department Information

The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.

DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. This position is with The Board of Vocational Nursing and Psychiatric Technicians. The office is located in Natomas with free parking. The mission of the California Board of Vocational Nursing and Psychiatric Technicians (Board) is to protect the public. Public protection is paramount to the Board and its highest priority in exercising its licensing, regulatory and disciplinary functions.

Special Requirements

The position(s) require(s) a Background Investigation be cleared prior to being hired.
 
Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations.  The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

Criminal Offender Record Information: Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program materials at all times.

It is a desirable qualification that NECs have a master's degree in nursing or a related field. The NEC role requires sufficient depth in background and experience to analyze, respond to and evaluate complex educational, practice, enforcement and regulatory issues in nursing and/or the health care field. The NEC must display a high degree of skill in communicating, both verbally and in writing, with peers, other Board staff, employees of other government agencies, educators, health care providers and administrators, consumers and the general public, and must use good judgment in decision-making, exercise creativity and flexibility in problem identification and resolution. The incumbent must be flexible regarding interruptions and changes in priorities relative to workload; manage time and resources effectively; and be responsive to management needs. The NEC is required to travel throughout an assigned geographical area by various methods of transportation.
