The California Department of Tax and Fee Administration (CDTFA) is seeking a dynamic, forward-thinking leader to oversee the Talent Acquisition and Executive Recruitment Section (TAERS). About the Role

As the Supervisor II, you will lead a high-performing team responsible for outreach, recruitment, examinations, hiring, and Career Executive Assignment (CEA) and Exempt appointment processes. You will provide strategic direction, guide subordinate supervisors, and serve as a trusted advisor to executives and senior leadership on the most complex and sensitive personnel matters.This role plays a critical part in ensuring statewide compliance with civil service laws, rules, CalHR delegation requirements, and CEA salary and reporting requirements. You will also drive department-wide process improvements, develop policies and procedures, deliver training, oversee key audits and reports, and contribute to the department’s strategic goals.

 

What You’ll Lead

Oversight of outreach, recruitment, examinations, and executive appointment programs

Supervision and development of TAERS supervisors and staff

Preparation of high-level, confidential reports for executive decision-making

Representation of CDTFA at conferences, stakeholder meetings, and control agency engagements

Support for complex, high-visibility HR projects, including classification specification revisions

Monitoring workload, performance metrics, and compliance across key HR functions

Working Conditions

  • Position may be located in a high-rise building.
  • Partial Telework is available.
  • Daily use of a personal computer, office equipment, and/or telephone.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.


Currently, per the California Budget Act of 2025, all CDTFA salaries are subject to the provisions of the State of California’s Personal Leave Program.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Demonstrated leadership experience directing supervisors and staff, setting priorities, managing workloads, and guiding teams through complex and sensitive human resources issues.

 

Strong knowledge and practical experience in talent acquisition, outreach, recruitment, job analyses, examination administration, selection processes, and executive (CEA/Exempt) appointments.

 

Experience interpreting and applying civil service laws, rules, regulations, statewide policies, and CalHR delegation requirements to ensure program compliance.

 

Proven ability to develop, implement, evaluate, and improve policies, procedures, workflow standards, and program operations.

 

Skill in reviewing and analyzing legislation, statewide directives, and industry trends to support informed program recommendations.

 

Experience preparing high level reports, audits, and program evaluations, ensuring accuracy, completeness, and compliance with state requirements.

 

Demonstrated ability to lead or support major HR projects, including classification and pay projects or other enterprise initiatives.

 

Strong communication skills, including experience presenting to executive leadership and representing the department at meetings, conferences, and stakeholder events.

 

Ability to develop and deliver training on recruitment, selection, or HR processes to staff, supervisors, or departmental leadership.

 

Experience using data, workload tracking systems, and performance measures to manage operations and support executive decision making.

 

Ability to work independently, exercise sound judgment, handle confidential matters, and manage competing priorities in a high visibility environment.
