Job Description and Duties

Under the general supervision of the Chief Information Officer, this position will perform as a developer project team developer and an application development resource in the development of a variety of complex data processing and technical applications supporting the Commission's oversight function. The incumbent must have expert level knowledge and experience in the Information Technology field in order to serve as the technical specialist for a wide variety of the most complex technical programming and analysis in order to support services for the design, development, acceptance testing, and implementation of N-tier systems implemented in a WAN/LAN environment.

Working Conditions

This position is currently a hybrid telework position in accordance with the  Commission's Telework policy. Headquarters is located in Sacramento. The successful candidate must reside in California upon appointment.

Some weekend or after-hours may be required. The employee must carry a cell phone and respond to calls after hours.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience developing, testing, implementing, maintaining, and enhancing applications using Microsoft .NET technologies, including C#, VB.NET, ASP.NET, HTML, CSS, JavaScript, and Bootstrap.
  • Experience working with relational databases, including Microsoft SQL Server, SQL scripting, data extraction, data analysis, reporting, and database-driven applications.
  • Experience developing or supporting business intelligence reports using tools such as SQL Server Reporting Services, Crystal Reports, Oracle, Microsoft Access, Excel, or similar reporting tools.
  • Experience gathering and analyzing business requirements, documenting technical design, developing system specifications, and translating business needs into effective technical solutions.
  • Experience supporting, troubleshooting, and enhancing mission-critical applications, including performing impact analysis, resolving complex technical issues, and improving system performance.
  • Knowledge of the System Development Life Cycle, application development best practices, testing methodologies, technical documentation, and change management processes.
  • Ability to communicate technical information clearly to non-technical users, provide excellent customer service, and work cooperatively with staff, managers, control agencies, and external partners.
    • Experience supporting web applications, intranet sites, or public-facing websites in accordance with organizational or state web standards.
    • Ability to work independently, exercise sound judgment, manage multiple priorities, and adapt to changing business and technology needs with flexibility and tact.
    • Experience with Salesforce, MuleSoft, Visual Studio, Toad, Microsoft Access/VBA, or similar tools is desirable but not required.
