Job Description and Duties

Within Enterprise Operation Services, the Budget Office provides control and direction for budgeting, financial reporting, policies, and forecasting. The Budget Office manages and coordinates the funding authority for the administration of all LCI budgetary programs and provides the maintenance and support for financial information management systems to assist LCI in improving operational efficiency and effectiveness.

Under the general direction of the Manager II (Budget Officer), the Analyst III (Budget Analyst) independently performs the more responsible, varied, and complex duties related to budget management and development, fiscal forecasts, and various financial reports. The incumbent serves as a resource for departmental staff on required budgetary actions.

Working Conditions

Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move object up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without reasonable accommodation. Department Information

The Governor’s Office of Land Use and Climate Innovation (LCI) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. LCI assists the Governor and the Administration in planning, research, policy development, and legislative analysis. LCI formulates long-range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. LCI’s budget programs include Enterprise Operations, State Planning and Policy Development, and Strategic Growth Council. LCI is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs and a positive attitude. Telework

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of LCI under California Government Code Section 14200. The incumbent is required to report in-person and site-based four days per week. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with LCI policies.

Person Leave Program Reduction

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Statement of Qualifications (SOQ)

STATEMENT OF QUALIFICATIONS (SOQ)
ANALYST III


A Statement of Qualifications (SOQ) is required and must be submitted along with your State application (STD 678). The SOQ discusses how applicants’ education and experience meet the evaluation criteria below and qualify them for the position. The SOQ documents each applicant's ability to present information clearly and concisely in writing. You must include specific examples, including the length of time of each statement of experience, addressing each evaluation criterion listed below. The SOQ must not exceed two (2) pages in length and be written in no less than 12-point font. Each evaluation criterion must be addressed separately and in order. 

Resumes, letters, and other materials cannot substitute for the SOQ. The SOQ will be used solely as screening criteria for the hiring interview and will not be used for examination.

1. Describe your experience developing and reconciling complex budget documents such as baseline budgets, Budget Change Proposals (BCPs), Budget Change Concepts (BCCs), and fiscal detail sheets. In your response, include the tools or systems you used (e.g., Hyperion, FI$Cal, PeopleSoft, Excel), the level of independence you exercised, and how your work contributed to organizational budget accuracy or decision-making.

2. Provide an example of a time when you monitored expenditures, identified variances, and recommended or implemented budget adjustments. Explain your analytical approach, how you communicated your findings to program or management staff, and the impact your work had on improving fiscal accuracy, forecasting, or compliance.

3. Discuss a situation where you were responsible for reviewing and validating expenditures, contracts, encumbrances, or accounting documentation. Describe the methods you used to ensure compliance with policies, laws, or administrative requirements, how you resolved discrepancies, and how you collaborated with other units (e.g., HR, Accounting, Programs) to improve processes or mitigate risk.
