Job Description and Duties

This is a great opportunity to gain broad payroll and benefits experience while supervising a team!

Under the direction of the Payroll, Benefits, and Disability Management Bureau Chief (Manager II), the Supervisor II oversees the PBS and is responsible for planning, organizing, and directing the activities of the Section.

The PBS performs payroll transactions and benefits functions, including processing employee appointments, separations, leave accounting, workers' compensation, and disability payroll and benefits, in compliance with California labor laws and regulations, bargaining unit contracts, departmental policies and procedures, and control agency directives. This position oversees the Payroll & Benefits Section that is responsible for the accurate and timely payroll and benefits processing for approximately 6,500 employees.

Working Conditions

This position is telework eligible and works Monday through Friday, from 8:00 a.m. to 5:00 p.m. The ability to use a personal computer and telephone are essential. The position requires bending and stooping to retrieve files, walking, and occasional light lifting of up to 10-15 lbs.

This position is in downtown Sacramento at CDSS' headquarters building, on the 15th floor, in the Human Resource Services Branch. We are two blocks from the light rail and other public transportation. The State Capitol, Golden 1 Arena, various parks, restaurants, and farmers' markets are within walking distance. Our building has easy access to I-5, Highway 50, and Highway 80. Available parking includes metered street parking (hourly and daily rate) and private and city-owned garages and lots.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

• Experience as a supervisor

• Experience developing, implementing, and/or streamlining personnel services processes, including, but not limited to: onboarding and offboarding, retirement, payroll processing, timekeeping, benefits administration, etc.

• Experience processing disability management transactions (Non-Industrial Disability Insurance (NDI), State Disability Insurance (SDI), Industrial Disability Leave (IDL))

• Experience in human resources-related work

• Experience working with control agencies: SPB, CalHR, SCO, CalPERS

• Experience with and ability to research, interpret, and apply Personnel State laws, rules, regulations, bargaining unit provisions, as well as departmental policies and procedures, and develop or revise policy and procedures

• Detail oriented and organized, with the ability to multi-task and handle shifting priorities

• Computer proficiency, including various software programs: Microsoft Office suite, SCO, and CalPERS

• Ability to demonstrate a positive attitude and a commitment to provide quality service that is accurate, timely, and exceeds our customers’ expectations

• Demonstrated ability to maintain confidentiality of sensitive personnel-related work
