Job Description and Duties

The Division of the Ombudsperson receives and responds to inquiries and complaints received from youth, parents/caregivers, the public, advocacy groups, and others concerning the care of youth in juvenile justice facilities and policies, practices, and processes within juvenile justice secure facilities in California.

Under the general direction of the Ombudsperson or Supervisor II, the Analyst III will serve in a non-supervisory, highly skilled and independent position responsible for the management of the most complex, sensitive, and highly visible complaint investigations. The position acts as the Ombudsperson’s principal staff representative with public constituents and regularly interacts with high-level executives, Office of Youth and Community Restoration (OYCR) staff, Chief Probation Officers, law enforcement personnel, attorneys, and external stakeholders. The Analyst III has substantial responsibility for exercising independent judgement in the day-to-day management of a caseload and handling of investigating complex constituent complaints. The Analyst III manages regional efforts aimed at providing trainings and disseminating information on the personal rights of youth in juvenile justice facilities and the role of the Ombudsperson.

Working Conditions

This position will be located in one of the following counties:

Alameda, Kern, Los Angeles, Orange, Sacramento, San Diego, or Ventura.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of CalHHS under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CalHHS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CalHHS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

1. This position requires working with incarcerated youth and identifying and resolving violations of their rights. Describe how your knowledge training, experience, and skills prepare you to work in this field.
2. Describe your experience in conducting interviews of youth, people who are incarcerated, people in crisis, and/or people who have experienced trauma or are conveying other sensitive material.
3. Describe your experience conducting investigations and writing documents or reports that could be under intense scrutiny (e.g. court filings, public documents).
4. Describe your experience working and interfacing on difficult issues with the different actors in the criminal/juvenile justice system, including but not limited to law enforcement, justice reform advocates, government officials, community based organizations, and community partners.

This position is designated under the Conflict of  Interest Code.

This position is subject to fingerprinting clearance by the Department of Justice.

2. Specific background and experience working with the juvenile/criminal justice system population.

3. Interviewing and writing experience.

4. Experience conducting investigations.

5. Knowledge of evidence-based practice for trauma informed care, and culturally responsive for youth in the justice system.

6. Knowledge of Welfare and Institutions Code, Penal Codes, and other regulations or codes related to the role of OYCR and the OYCR Ombudsperson.
