Job Description and Duties

Under the general direction of the IT Manager I, the incumbent is responsible for the direct supervision of staff performing project management and business analysis for software applications systems development and the management of maintenance and operations support of applications developed and/or managed by CalRecycle. The incumbent provides leadership in project management and business analysis, contract and vendor management, and as part of the IT and Department Management Team, performs short and long-term planning in alignment with IT Services, CalRecycle, and Agency strategic goals and objectives. The incumbent works closely with the IT Management team to plan and manage IT staff and resources.

The incumbent periodically serves as project manager or business analyst for more complex technology projects and may participate in the analysis and/or testing of applications.

Duties of this position fall primarily under the Business Technology Management, Software Engineering, and IT Project Management domains.

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

  • Demonstrated knowledge / experience of agile/scrum project management concepts and methodologies: initiating, planning, execution, scrum ceremonies, scrum master experience, product backlog, metrics, retrospectives (i.e., facilitation of these tasks, leading development teams, etc.)
  • Demonstrated knowledge / experience with project oversight and approval (change management, governance processes, CDT PAL process), including IT Project Governance, creating or managing the portfolio, escalations, change requests, etc.
  • Demonstrated knowledge / experience of managing or leading a team of business analysts or project managers. Providing mentoring, directing, planning, and organizing their work.
  • Demonstrated knowledge / experience of techniques for business analysis and requirements gathering: BA documentation, requirements elicitation, documentation, prioritization, and tracking; business process mapping, business process improvement analysis, recommendations, and implementation; system/user acceptance testing
  • Demonstrated knowledge / experience of techniques for managing administrative functions, e.g., hiring, personnel documentation, budgeting, disciplinary actions, etc.
  • Demonstrated knowledge / experience of techniques with procurement processes, SAM, SOW development, contract and vendor management, invoices, etc.
  • Have the Project Management Professional (PMP) Certification
