About this Role:

OTSI is looking for an experienced and strategic leader to serve as the CalHHS Agency Chief Enterprise Architect (CalHHS Enterprise Architect).

The CalHHS Enterprise Architect leads enterprise architecture (EA) activities across CalHHS and its departments. This role oversees the development, implementation, and advancement of EA policies, procedures, and statutory responsibilities. It’s goal is to build enterprise architecture competencies and skillsets within and across all CalHHS departments to enable the effective delivery on the CalHHS Agency mission.

The CalHHS Enterprise Architect drives cross-department collaboration to create integrated technology design frameworks and policy strategies that support CalHHS’ IT and Data initiatives. The position provides EA best practices, expertise, and actionable toolkits while helping establish CalHHS as a statewide leader in enterprise architecture. This role contributes meaningful to State-level processes associated with the effective design and delivery of enterprise services and solutions.

This role also leads the EA-related components of the CalHHS IT and Data Strategic Plan by identifying and strengthening required integration and data capabilities, meeting strategic EA needs, managing related projects, and ensuring alignment with EA policies and CalHHS strategic priorities.

Other key focus areas of this position include building executive partnerships, and securing support for unified architectural targets.

This position is part of the OTSI’s Executive Team and works under the administrative direction of the Chief Deputy Director and CalHHS Deputy Agency Information Officer (Exempt),

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience in and an in-depth understanding of enterprise architecture principles, frameworks, and governance models.
  • Demonstrated experience establishing architecture policies, processes, governance frameworks, standards, compliance approaches, and/or assurance/accountability mechanisms for complex IT portfolios.
  • Demonstrated experience developing and advancing long-term IT and data strategies aligned to organizational mission, business capabilities, and operational priorities.
  • Demonstrated ability to lead through influence across departments, organizations, boards, executives, and/or technical stakeholders with differing priorities and levels of operational maturity.
  • Demonstrated experience working with large public and/or private service organizations.
  • Demonstrated ability to evaluate enterprise business and technology capabilities, identify gaps and redundancies, prioritize investments, and develop maturity road maps.
  • Demonstrated ability to drive adoption of enterprise standards, policies, and strategic direction through communication, stakeholder engagement, and organizational change management practices.
  • Demonstrated ability to advise executives and technical leaders on solution strategies, risk, tradeoffs, implementation approaches, and alignment with enterprise objectives.
  • Expertise in designing or advancing interoperability systems, shared services, integrated digital ecosystems and person-centered service delivery models.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all four supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the four supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

1. Enterprise Architecture and Strategic Planning Experience
 - 
Describe your experience leading and/or supporting enterprise architecture, strategic technology planning, and/or large-scale modernization efforts within and across a set of complex organizations. Include the types of organizations supported, the scope of responsibility, policies and/or standards developed, and the major technology, data, and/or interoperability initiatives you worked on.

2. Cross-Organizational Leadership and Collaboration
 -
Describe your experience working across multiple departments, organizations, programs, and/or executive stakeholder groups to advance shared technology or data objectives. Include examples of your role in facilitating collaboration, resolving competing priorities, and influencing decision-making.

3. Technical and Architectural Breadth
 - Summarize your experience with the following areas, as applicable: enterprise architecture frameworks, interoperability solutions, data integration, shared services, portfolio governance, policy and/or standard setting, strategic planning, organizational change management, and/or large IT project oversight. Include any specific methodologies, tools, and/or governance models you have applied.

4. Executive Advisory and Governance Experience 
- Describe your experience providing executive-level advisory services related to technology strategy, enterprise architecture, and/or IT governance. In your response, include examples that describe the governance bodies, steering committees, architecture review processes, or strategic initiatives you supported or led, and your role in guiding outcomes.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.

Telework and Salary Information

Telework Information: This position is currently eligible for telework opportunities. This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Reporting Location: Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
