FILING INSTRUCTIONS
- A Standard original State application (Form 678) is required to apply for this examination and hiring selection.
- A Statement of Qualifications (SOQ) should address each of the four questions below. Your SOQ must be no more than four pages in total, use 12-point Arial font, and have one-inch margins.
Please number each question and provide your answer immediately following the corresponding number. Each response should directly answer the question while incorporating relevant education, training, and experience.
Artificial Intelligence (AI) tools can be useful in the development of written responses; however, it is important to use these tools responsibly and ethically. Where assistive tools may be used, responses within the SOQ should be your own original work. Applicants must write in their own words and avoid plagiarism. Failure to comply may be cause for disqualification.
Each candidate’s SOQ must clearly and concisely identify experience in the following 4 categories and be formatted in the same manner as shown below:
1. Data Center, Platform Services, and Service Management Experience
Describe the experience you possess in managing and overseeing enterprise data center operations, statewide platform services, and mission-critical production environments that operate 24 hours a day, seven days a week. Include your experience directing multiple units responsible for infrastructure operations, platform engineering, systems administration, cloud computing environments, connectivity and network operations, customer service delivery, product and service deployment, and enterprise security.
2. Emerging Technology Experience
Describe your experience developing and implementing emerging technology solutions and services such as cloud-native platforms, automation, AI-enabled tools, or other innovative technologies that enhance service delivery, improve operational efficiencies, or support modernization of legacy environments. Describe your role in modernizing technology environments, implementing cloud or platform migration strategies, and ensuring resiliency through business continuity, disaster recovery, and technology recovery programs supporting statewide or large multi-department customer bases.
3. Executive Leadership, Organizational Direction, and Stakeholder Engagement Experience
Describe your experience leading and directing large, complex technology organizations at the executive level. Include specific examples that demonstrate your ability to set strategic vision, lead change, motivate teams, and manage cross-functional or statewide technology initiatives. Additionally, describe your experience collaborating with and presenting to high-level stakeholders, including members of Executive Leadership, Agency Secretaries, Department Directors, the Legislature, the Governor’s Office, statewide partners, and external organizations. Include examples of leading enterprise-scale initiatives, resolving escalated issues, and managing relationships involving significant business, policy, or technology impacts.
4. Policy Influence, Statewide Standards, and Enterprise IT Governance Experience
Describe your experience influencing, developing, or implementing statewide IT policies, enterprise technology standards, strategic frameworks, or governance structures. Explain how your experience supports the objectives of CDT and the Office of Technology Services, particularly in advancing statewide platform development, technology modernization, infrastructure transformation, or service delivery improvement. Include examples of coordinating with federal, State, local, or public-sector partners on the development or rollout of IT policies, standards, security requirements, enterprise platforms, or technology initiatives that establish consistency, improve service reliability, or strengthen statewide technology governance.
