Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by developing statewide strategies and department-wide policies that strengthen both state and local leadership, alignment, and partnerships to drive action to influence determinants of health, eliminate health inequities, and achieve positive health outcomes.

 

The Center for Healthy Communities (CHC), Deputy Director is responsible for the effective management and oversight of approximately 250 authorized positions with a budget of approximately $260 million. With six Branches and one Office, CHC represents a diverse set of public health programs that address the challenging and evolving fields of chronic disease prevention, environmental health, and occupational health. This includes programs covering a broad array of public health topics and fields including the promotion of nutrition and physical activity; chronic disease control, surveillance, and research; oral health; childhood lead poisoning prevention; prevention and response efforts related to environmental and toxicological exposures; and occupational health and safety.

 

The Deputy Director manages and directs public health policy development with a wide range of issues. The Deputy Director develops an overarching identity and direction for the Center, bringing together its disparate programs into a cohesive whole with a shared vision and direction that are in alignment with the Department. The Deputy Director is a liaison and provides policy recommendations to other state entities, including the California Health and Human Services Agency, the Governor’s Office and the Legislature; federal and local governmental entities; community-based organizations; and California business and health care communities. The Deputy Director ensures the activities and policies of the CHC’s programs are consistent with the Directorate’s strategic vision and goals for public health in California.  

The incumbent works under administrative direction from the Assistant Public Health Officer.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience leading and aligning diverse programs and promoting a positive team environment while encouraging collaboration.
  • Experience driving health equity policy and programming.
  • Excellent diplomatic skills with ability and experience in developing stakeholder relations.
  • Experience presenting information to a wide range of audiences, including the media, legislature, state and federal agencies, universities, and other stakeholder groups.
  • Administrator experience and knowledge of the organization and functions of California State Government, including the legislative and budgetary processes.
  • Knowledge and experience in transformational leadership.
  • Demonstrated ability to adapt to changing priorities and direction.

Examination Information

The Statement of Qualifications (SOQ) responses must be typed in Arial 12-point font be no more than five pages (one page per question) in length. Please address each question with specific examples from your own experience. Resumes, cover letters, and other documents do not replace the SOQ.   1. Describe your experience and actions you have taken to foster equity, diversity, and inclusion in the workplace. Include examples of how you incorporated health equity into program and/or policy development and implementation.
  2. Describe your leadership experience, including your experience creating and executing on a vision; building in evaluation and quality improvement to programs and/or policies; and motivating and aligning disparate programs and employees.
  3. Describe your education, experience, and knowledge of a wide range of public health and environmental health programs, as related to the job duty statement.
  4. Describe your experience and approach to working with partners – including community groups, internal and external policy makers, local health jurisdictions, state agencies, and/or other governmental entities.
  5. Describe your experience implementing change management strategies and workload management strategies. To the extent possible, highlight examples of where you had to create the strategies and changes for programs and describe the internal and external communication strategies utilized.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
