Knowledge of: Types of heating, electrical, plumbing, refrigeration, domestic/wastewater, and other mechanical systems and equipment necessary to maintain the functional operation of the physical plant. The operation and maintenance of steam boilers to provide adequate steam necessary for heating, hot water, laundry, food services and industrial processes. Materials, methods, and tools used in the maintenance, repair and alteration of buildings, equipment and grounds to maintain the functional operation of the physical plant. The operation of mechanical refrigeration, heating, and air-conditioning systems to ensure adequate climate control of buildings and food storage spaces. The rules, regulations, and safety orders of the California Code of Regulations applicable to work site operations, trade specific tasks and the maintenance of buildings and grounds to ensure compliance. The principles of effective supervision and personnel management practices to complete the mission of Plant Operations. A Supervisor’s role in the Equal Employment Opportunity Program and the processes available to meet objectives as it relates to the supervision and management of Plant Operations to ensure a work environment free of discrimination and harassment. Safety and security of the institution (e.g., tool control, key control, incarcerated persons supervision, etc.) as it relates to departmental policy and procedures to ensure compliance. Building automation systems as it pertains to Plant Operations systems monitoring and control (Supervisory Control and Data Acquisition [SCADA], energy management systems, Programmable Logic Controllers [PLC], etc.). Spreadsheets and databases (Business Information Systems [BIS], Strategic Offender Management System [SOMS], Computerized Maintenance Management System [CMMS], Tririga T10, etc.) used to complete the mission of Plant Operations. Alternative energy systems (solar panels, wind power, etc.) to ensure they interface with institutional operating systems.
Ability to: Effectively comprehend both verbal and written directions to maintain the functionality of Plant Operations. Effectively communicate both verbally and in writing to provide clear and concise information/ideas and direction. Plan, organize, and direct the work of staff involved in maintaining the physical plant to maintain the functional operation of the physical plant and promote energy/water conservation. Read, interpret, and work from plans, drawings, and specifications to provide project direction or information for the alteration and/or repairs of existing systems/facilities and to ensure compliance with applicable codes. Perform mathematical calculations to prepare documents (e.g., purchase requisitions/contracts, cost estimates for building repairs, maintenance, and mechanical installations, etc.). Access and maintain Computerized Maintenance Management System [CMMS], Tririga T10 for building(s) and mechanical equipment to reduce maintenance costs and maximize the structure/equipment life cycle. Plan and direct the work of Plant Operations staff (i.e., supervisors, skilled and semiskilled workers) to provide coordinated maintenance services to the institution. Keep accurate records to document compliance with regulatory agencies and departmental requirements. Think and act quickly to provide effective response to emergency situations and evaluate the most appropriate course of corrective action.
