Job Description and Duties

As an Information Technology Specialist I, Software Developer & Administrator, you’ll be a part cutting-edge projects in ServiceNow architecture, enterprise software solutions, and automation that power the Lottery’s services. Under direction of the Information Technology Services Division (ITSD) Business Process Automation Services (BPAS), Information Technology Manager I, the Software Developer & Administrator works in support of the California State Lottery’s (Lottery) BPAS Unit. This includes the planning, development, implementation, maintenance, and support activities for the Lottery’s enterprise information technology (IT) operations and software systems to meet critical business objectives. The duties for this position are focused in the Client Services, Software Engineering, IT Project Management, and System Engineering domains; however, work may be assigned in other domains as needed.

Working Conditions

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommuniction technologies, or both, for the commute to work by employees residing in California.

The Software Developer & Administrator will work in a fast-paced environment, with competing priorities, and critical deliverables.

a. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.

b. Travel: Statewide overnight travel may be required.

c. Other: This position is required to carry a Lottery issued cell phone. This position is required to be reachable outside of normal business hours.

Desirable Qualifications

  • Experience with Information Technology Service Management (ITSM) tools/platforms
  • Knowledge of Information Technology Service Management (ITSM) practices and the Information Technology Infrastructure Library (ITIL) Framework
  • IT system development experience
  • Experience with back-end scripting languages
  • Experience with front-end scripting languages (HTML, CSS, JavaScript)
  • Experience with System Administration of IT platforms
  • Experience working with customers and Business Analysis techniques (Requirements and user story elicitation and documentation)
  • Experience with software testing techniques and tools
  • Ability to develop quality documentation threat clearly articulates solutions
  • Ability to research and find answers to complex technical issues
