The CPUC's Energy Division develops and administers energy- and climate-related policy and programs for the world's fifth largest economy. Branch Managers in Energy Division oversee three or more sections that focus on different energy resources (e.g., customer generation or demand response) or that cut across different resources (e.g., gas policy or CEQA permitting).
Under the general direction of the Division Deputy Executive Director and Division Directors, the Branch Manager is responsible for planning, organizing and managing the work of the Branch in the policy areas. The Branch Manager provides strategic and executive-level leadership across the Branch’s core program areas, including Electric Market Design, Resource Adequacy, and Procurement Oversight, ensuring cohesive policy development, regulatory implementation, and alignment with evolving electricity market structures in California. The Branch Manager is responsible for coordinating the work of the Branch, as well as representing the Division and the Commission in various settings including interagency meetings, interdivisional meetings, legislative briefings, and technical conferences.
The Branch Manager serves as a senior policy representative on matters involving, but not limited to, electric market design reforms, resource adequacy frameworks, and procurement oversight mechanisms, including engagement with CAISO market initiatives, load-serving entity obligations, reliability planning processes, and regional coordination efforts.
The Branch Manager directly supervises the work of the supervisors and their sections, coordinates the Branch’s work with other Energy Division branches and other Commission divisions, as necessary, and actively participates as a member of Energy Division’s management team. This includes ensuring cross-functional alignment between market design initiatives, resource adequacy requirements, and procurement policies to support system reliability, affordability, and decarbonization goals.
The Branch Manager’s primary responsibilities include providing leadership and technical input on Branch activities; working closely with Section supervisors to oversee Branch activities and staff, including staff assignments and general workload; work product review, including ensuring policy consistency and work product quality; staff development and appraisal, including training, hiring and promoting, employee reviews, and discipline; and general administrative duties for the Branch and Division. The Branch Manager is responsible for directing and integrating policy development across Electric Market Design, Resource Adequacy, and Procurement Oversight, including evaluating market structure reforms, assessing reliability and capacity adequacy requirements, overseeing compliance and implementation of procurement rules, and advising executive leadership on complex regulatory issues affecting electricity market operations. The role also provides high-level recommendations on market evolution, reliability risk mitigation, and procurement strategies necessary to support California’s clean energy transition and participation in regional electricity markets.
