In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Strong
first-hand knowledge and experience with the California state payroll
processes, including payroll calculations, deductions, and pay disbursement, as
well as familiarity with payroll data dependencies across functional areas.
o
Experience
with California state position control administration, including management of
position numbers, attributes, funding sources, time base, tenure, and related
organizational structures.
o
Experience
supporting or coordinating large scale enterprise system implementations,
preferably within a California state department, including readiness
assessment, task tracking, and stakeholder coordination.
o
Demonstrated
ability to analyze business processes, document current and future state
workflows, identify operational impacts, and recommend process improvements for
increased efficiency and compliance.
o
Experience
conducting or coordinating system testing and validation activities, such as user
acceptance testing (UAT), test script execution, defect documentation, and
retesting, with the ability to translate results into operational
recommendations.
