Job Description and Duties

Under the general direction of the Information Technology Manager (ITM) I part of the Information Technology Services Office (Office) in the Administration and Technology Services Division (Division) within the Agricultural Labor Relations Board (ALRB), the Information Technology Specialist II will be responsible for establishing and maintaining a comprehensive Information Security Program in compliance with State Administrative Manual (SAM) 5300, Statewide Information Management Manual (SIMM) 5300, and Cal-Secure. This includes developing all necessary security policies, standards, guidelines, and procedures to ensure the confidentiality, integrity, and availability of ALRB information assets. The incumbent works closely with the ALRB business and technology teams to support an enterprise-wide alignment with statewide security mandates, including annual security assessments, meeting compliance requirements, and completion of reports.


Effective July 1, 2025, employees in specific bargaining units, along with associated excluded State of California employees, are subject to a salary reduction ranging from 2.0% to 4.62% in exchange for monthly Personal Leave Program hours. Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

ALRB offers a hybrid work schedule to its employees. All ALRB employees are required to work a minimum of four days a week in the office or in the field. This hybrid schedule is subject to change as needed, such as in the event of modified State of California directives, collective bargaining agreements, and/or based on operational needs. For an employee to be eligible to telework, an approved telework agreement must be on file with ALRB.

Special Requirements

Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

 

Department of Motor Vehicles (DMV) Employer Pull Notice (EPN) Program - The incumbent shall participate in DMV’s EPN Program, which is a process for providing the ALRB with a report showing the driver’s current public record as recorded by the DMV, and any subsequent convictions, failures to appear, accidents, driver’s license suspensions, driver’s license revocations, or any other actions taken against the driving privilege or license, added to the driver’s DMV record.

Travel - The incumbent is required to travel within the State of California by various methods of transportation.

Describe a project where you had to work with various stakeholders to address a security domain - What was the issue? Who was involved? What steps did you take to address risk?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Associate or bachelor’s degree in an IT-related field of study.
  • 5 years of related experience in information security or an equivalent combination of education and experience.
  • Possession of one or more of the following active certifications is desirable:
    • CompTIA Security+
    • CompTIA Cybersecurity Analyst+ (CySA+)
    • Certified Cloud Security Professional (CCSP)
    • Certified Information Security Auditor (CISA)
    • Certified Information Systems Security Professional (CISSP)
    • GIAC Continuous Monitoring Certification (GMON)
    • Microsoft Security Operations Analyst
    • AWS/Azure Security Engineer Associate
  • Strong technical writing skills with the ability to produce security baselines, configuration guides, system documentation, and reports.
  • Experience with system hardening and compliance frameworks such as CIS Benchmarks, DISA, STIGs, and NIST SP 800-53/171.
  • Familiarity with enterprise IT environments including Windows Server, Linux, Active Directory, databases, and cloud platforms (Azure, AWS, M365).
  • Hands-on experience working with IT infrastructure including routers, witches, servers, databases, and endpoint management.
  • Knowledge of security devices such as network firewalls, web application firewalls, web content filters, and intrusion prevention/detection systems.
  • Knowledge of cybersecurity frameworks, governance risk assessments and compliance in the IT field.
  • Ability to analyze documents to provide feedback and inform management of appropriate information.
  • Experience authoring security policies, procedures, and other reference materials.
  • Ability to adapt quickly to new tools, platforms, and security frameworks as technology and compliance requirements evolve.
  • Ability to establish and maintain cooperative working relationships with all levels of staff and management; communicate effectively with peers, other technical teams, external partners, vendors, and others.
  • Ability to maintain confidentiality of sensitive tasks, assignments, and information.
  • Display enthusiasm for continuous learning.
