Job Description and Duties

The position is located at the DMV Headquarters in Sacramento.

Under the general direction of the Data Technical Group Information Technology (IT) Manager I, the IT Specialist II is in charge of creating value from the Digital eXperience Platform (DXP) Project's data assets and from the larger DMV data ecosystem as well. The data analytics analyst will develop and implement comprehensive tools and strategies that allow raw data to be transformed into business insights that can be used for DMV decision making and strategic planning.

 

The incumbent performs duties related to IT Project Management including, but not limited to: Communications, Project Planning, Quality Management, Stakeholder Management and Time/Schedule Management. The scope of responsibility for the ITS II requires enterprise oversight of strategic projects for DMV, special projects such as the DXP Project, and projects that include other departments including the California Department of Technology (CDT).


This Limited Term position may be extended to 24 months and may become Permanent.

Working Conditions

DMV operates 24/7.  The incumbent may be required to carry a work cell phone and laptop.  The incumbent may need to be on-site to carry out their duties.  Hybrid telework is available but is subject to change. Telework requires California residency.  This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked.  The incumbent should be available to travel as needed and work evenings and weekends to maintain project schedules.    

 

This position may be required to occasionally report to the designated office location in DMV headquarters at 2415 First Avenue, Sacramento, California, 95818. Travel expenses related to reporting to designated office is employee's own responsibility and is not eligible for reimbursement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • 2 + years of experience in working in Salesforce platforms.
  • 2+ years of hands-on experience designing, building, and deploying enterprise-level dashboards and analytics reports.
  • 2+ years working with complex Enterprise Data Models within large-scale public or private sector digital transformation projects.
  • 3+ years of hands-on experience designing, executing, and tuning ETL pipelines for a large-scale data migration.
  • 3+ years of experience defining and executing data administration policies, data quality controls, metadata proposals, and data governance frameworks across multi-departmental ecosystems.
  • 3+ years leading technical teams (including matrixed staff and external consultants) through data conversion and reporting initiatives using Agile or hybrid SDLC methodologies.
  • Positive attitude and highly motivated.
  • Ability to communicate effectively verbally, in writing, to draft reports, develop, and present presentations as required.
  • Ability to organize workload to accommodate changing priorities and effectively manage multiple assignments concurrently.
  • Possesses effective interpersonal and leadership qualities with the ability to build valuable internal and external relationships with a wide variety of people.
