Job Description and Duties

Under the general direction of the Chief of the Office of Clinical Innovation & Technology CEA Level A, the Continuum-Electronic Health Record (EHR) Clinical Project lead, through partnership with diverse groups of leaders (clinical, technology, administration and financial) and stakeholders provide oversight of the EHR initiative and EHR related projects in support of the Department of State Hospital’s goals and objectives.

Incumbent must be able to travel to all DSH sites.

This position can be located at one of the following facilities:

  • Atascadero State Hospital - San Luis Obispo County
  • Coalinga State Hospital - Fresno County
  • Metropolitan State Hospital - Los Angeles County
  • Napa State Hospital - Napa County
  • Patton State Hospital - San Bernardino County

Working Conditions

  • Regular and consistent attendance is critical to the successful performance of this position due to the heavy workload and time-sensitive nature of the work. The incumbent routinely works with and is exposed to sensitive and confidential issues and/or materials and is expected to maintain confidentiality at all times.
  • Telework is available for this position approximately 45% of the time. 
  • Travel is required approximately 20% of the time. Travel will occur and reimbursement will be in accordance with Bargaining Unit agreements and standard state travel policies. All travel will take place during the work week.
  • Eligible for Safety Retirement - this position requires that the employee continue their ongoing responsibility (at least 51% of their time) towards the protection and safeguarding of public and property as well as continued activities that provide regular and substantial contact with incarcerated individuals.
  • The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $340 per month in 2026

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated expertise in workflow mapping, with the ability to convert intricate clinical workflows into streamlined digital templates.
  • Substantial experience as a change management practitioner using the Prosci Change Management methodology, including the application of strategies such as Prosci/ Awareness, Desire, Knowledge, Ability, and Reinforcement (ADKAR) to successfully reduce clinician burnout during software rollouts.
  • Proven track record of guiding clinical staff through major clinical technology implementations, ensuring smooth transitions and effective adoption.
  • Strong background in collaborating with external vendors to oversee procurement, configuration, and implementation of clinical technologies.
