Job Description and Duties

Under the general direction of the Human Resources Chief, the Performance Management and Labor Relations Specialist (Analyst III) serves as the subject matter expert for the day-to-day activities related to progressive discipline and labor relations functions within the Human Resources Services Section (HRSS). The incumbent provides strategic guidance and technical expertise to management and supervisors on a wide range of employee performance and labor relations matters, including progressive discipline, dispute resolution, and contract administration.

    Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month.     In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience with the administration of labor contracts/memoranda of understanding
    • Experience with the collective bargaining process
    • Experience investigating and responding to grievances
    • Experience with performance management and/or progressive discipline
    • Experience drafting personnel actions such as Adverse Actions, Rejections, etc.
    • Experience working with State control agencies (CalHR, SPB) and employee union organizations
    • Ability to independently prioritize and ensure deadlines are met
    • Ability to organize work, establish workload priorities, and work well under pressure
    • Ability to exercise good judgment and maintain confidentiality
    • Ability to work independently and within a team environment
    • Ability to communicate effectively verbally and in writing
