Job Description and Duties

Anticipated Interview Dates: We anticipate holding in-person interviews beginning the week of October 19, 2026.

The Information Technology Services Branch (ITSB) is currently seeking an Information Technology Manager I to lead our Technology Project and Portfolio Management (TPPM) Unit and help drive our CalPERS mission.

As the Manager of TPPM, you'll lead a team of project managers responsible for executing CalPERS' large, complex, enterprise-wide IT projects, as well as the Enterprise Project Portfolio (EPP) function that collects, validates, and analyzes project, workload, and resource data to give leadership the transparency and insight they need to lead with confidence. You'll shape the reports, dashboards, and methodologies that support spending transparency and resource capacity decisions, while advising senior leadership on strategic priorities and helping advance the ITSB Strategic Plan. You'll also hire, coach, and grow your team, and represent ITSB on enterprise workgroups and special initiatives.

Telework Information: This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Statement of Qualifications

Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific questions below will not be considered.

The SOQ must be typed, titled “Statement of Qualifications,” and each response must list all relevant experience, education, and training, including duties performed. The SOQ must not exceed two pages in length.
  1. Describe your experience leading project managers and supporting the delivery of large, complex enterprise IT projects. In your response, include how you developed and coached team members, and how you ensured successful project execution, including how you handled staffing, workload, and resource allocation across competing priorities. Explain how you aligned team priorities and delivery efforts with organizational goals and business needs. 
  2. Describe your experience leading or contributing to the development and ongoing maintenance of an IT strategic plan and roadmap, including how you translated organizational priorities into a structured, multi-year set of initiatives. What was your specific role in this work, such as leading the roadmap methodology, owning stakeholder alignment, or driving execution against it, and how did you ensure the roadmap stayed aligned with evolving enterprise priorities over time? Describe your approach to reporting progress and providing transparency to executive or senior leadership on strategic initiatives.

Minimum Qualifications

  • Experience leading a team of project managers or portfolio professionals responsible for delivering large, complex IT projects across an enterprise.
  • Experience with IT strategic planning, roadmap development, and technology governance or proposal processes that align new work with organizational priorities. 
  • Ability to create reports, dashboards, and presentations for executives that support budget visibility, resource planning, and informed decision-making. 
  • Experience developing and improving portfolio and project management methods, processes, and templates to make reporting more consistent, accurate, and efficient. 
  • Strong verbal and written communication skills, with the ability to advise and work with senior leaders on enterprise projects and portfolio decisions.
