Job Description and Duties


This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing leadership and strategic direction for the development, modernization, reporting, and analytics of data systems within the Center for Infectious Diseases (CID) and the Division of Infectious Disease Data Systems (DIDDS).

 

The CEA serves as the Chief of the DIDDS, providing strategic leadership of the planning, management, and oversight of teams responsible for the development and operation of CID data systems. This role facilitates cross-functional collaboration between the CID, the CDPH Information Technology Services Division (ITSD), and internal and external workgroups to ensure alignment with departmental priorities and statewide data modernization efforts. The CEA actively contributes to, and coordinates as appropriate, the formulation and implementation of policies and legislation related to CID data systems, ensuring consistency with public health mandates and statutory requirements.

 

The incumbent works under the administrative direction of the Deputy Director, CID

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Leadership: Experience managing multi-million dollar data systems and ensuring compliance with legislative and departmental requirements.

Management Experience: Proven ability to direct complex, cross-functional initiatives and drive organizational improvements at scale.

Credentials: Bachelor’s or advanced degree in public health, health administration, data science, management, or a related field is highly desirable.

Change Management: Demonstrated experience leading large, multidisciplinary teams and managing subordinate managers in a public health or data systems environment.

Communication: Exceptional written and verbal communication skills, including the ability to convey complex information to diverse audiences.

Data Systems and Governance: Experience managing multi-million-dollar data systems and ensuring compliance with legislative and departmental requirements.

Equity and Inclusion: Knowledge and experience of diversity, equity, and inclusion (DEI) principles, with capacity to integrate DEI into all aspects of the organization’s operations and culture.

SOQ Questions:

 

  1. Describe your experience leading large, multidisciplinary teams and managing subordinate managers. How have you ensured alignment with organizational priorities and statutory mandates?
  2. DIDDS oversees infectious disease surveillance, informatics systems, and data infrastructure. Explain your experience designing or implementing a data management strategy, including data governance, that improved user satisfaction and engagement, data quality, interoperability, reporting timeliness, and/or system reliability. Include your role, the challenges you faced, how you measured success, and how you incorporated the varying needs of different populations. 
  3. Provide an example of how you have successfully partnered with programs, external agencies, or technology vendors to advance a large-scale data systems initiative. Describe the communication approach, collaboration tools, and mechanisms you used to manage interdependencies and maintain accountability.
  4. Describe your experience developing or implementing policies related to public health data, privacy, security, or federal/state reporting requirements. Highlight how you ensured compliance, engaged legal or policy partners, and communicated expectations across the organization.
  5. Describe a complex systems-transformation project you directed, such as replacing legacy systems, scaling new technology, or restructuring data operations. Explain how you assessed organizational needs, secured resources, and navigated constraints.
