- State contracting and procurement experience and understanding of its processes.
- Experience coordinating, developing, or managing complex contracts.
- Experience working directly with program managers, leadership, and external partners to resolve contract issues or support contract development.
- Ability to speak publicly to peers, leadership, and external stakeholders.
- Knowledge of budget development, funding sources, cost allocation, and expenditure tracking for state procurements.
- Strong analytical skills, including ability to identify contract issues, propose solutions, and make recommendations.
- Proficiency creating and maintaining contract tracking systems, spreadsheets, or databases to monitor agreements and expenditures.
- Strong written and verbal communication skills, including experience drafting clear guidance, instructions, or procedural documents.
- Ability to work independently with minimal supervision, managing competing priorities, and meeting strict deadlines.
- Ability to work collaboratively as part of a team and provide clear, timely updates to supervisors and program leadership.
- Research, resolve, and respond to complex state contracting technical assistance.
- Experience in Microsoft Office applications and navigating SharePoint.
