This position offers an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the California Health and Human Services, Office of Technology and Solutions Integration (CalHHS OTSI), the California Department of Social Services (CDSS), and California's Counties and Tribes.

 

Under the general direction of the CWDS Project Management Office (PMO) Director (Information Technology Manager II), the Fiscal Management Chief will plan, manage, and report all financial data pertaining to Child Welfare System/Case Management System (CWS/CMS) and Child Welfare System-California Automated Response and Engagement System (CWS-CARES) project budget and fiscal (financial) functions.

 

The Fiscal Management Chief provides strategic direction and leads the most difficult analysis for expenditures and projections reporting and recommendations to project leadership. Coordinates with internal and external stakeholders for financial, administrative, and contract activities in support of CWDS. This role works closely with the CWDS Vendor and Contract Management Chief to understand and report contract expenditures and projections, analyze and communicate impacts to the budget by state fiscal year and mitigate any fiscal risks.

Working Conditions

This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Business travel may be required.  All commute expenses to the reporting location will be the responsibility of the selected candidate.  The OTSI office location for this position is 2870 Gateway Oaks, Suite 150, Sacramento, CA.

Travel reimbursement considerations take into account an employee’s home address and designated reporting location and are subject to applicable policies, rules, regulations, and bargaining unit contract provisions.

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025).  PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


- Experience with development of Budget Change Proposal (BCP) for the Department of Finance (DOF) including budget detail, expenditures, and projections.

- Experience with development of Advance Planning Document (APD) for the federal government including budget detail, expenditures, and projections.

- Experience with development of Special Project Report (SPR) for the Department of Technology (CDT) including budget detail, expenditures, and projections.

- Experience coordinating with multiple disciplinary teams (Ex: Contract Procurement Product build teams, Implementation, ext.)

- Proven state supervisory experience including team leadership and performance management.
- Experience with the Service Delivery Lifecycle (SDLC) and the state budget cycle.
- Experience creating complex projections including burn down rates and forecasting for a multimillion dollar IT project.
- Experience creating and utilizing Tableau, Power BI, and macro enabled Excel workbooks for state reporting purposes.
- Experience with system support tools, such as Salesforce, Cloud-based platforms, and Sharepoint.
- Experience interpreting and applying CalHHS agency and/or Child Welfare policies and procedures.
