The Systems Development and Support Branch (SDSB) is responsible for the development and ongoing support of information technology (IT) solutions to complex business, scientific and engineering problems, in support of the California Air Resources Board (CARB). This includes, but is not limited to, Software as a Service, Commercial off-the-shelf, and Modified off-the shelf (SaaS/COTS/MOTS), web, cloud services, database design, and other various technologies used for custom built and legacy systems. SDSB also develops and maintains a secure and robust Enterprise IT Architecture for CARB’s network technologies, develops related policy, and oversees the technical and business processes for the administration of California Environmental Protection Agency (CalEPA) and CARB's network technologies.
As a senior leader in OIS, and a direct report to the Chief Technology Officer (CTO), the ITM II serves as the SDSB Branch Chief, and leads the Application Development Section, Application Support Section, DevOps, Enterprise IT and Solution Architecture. The ITM II is responsible for ensuring a high-quality, positive and customer-focused approach to delivering information technology services and operations for CARB. The ITM II also ensures the alignment of technology vision with business strategy and fosters a culture of innovation and data-driven service delivery.
The ITM II is directly accountable for operational availability and performance of CARB applications and databases, including laboratory and modeling systems.
The ITM II will be skilled in providing architecture, development, operation, and maintenance of software systems including business assessment, user research, user centric design, development or configuration, programming, service-oriented architecture, testing, and implementation of the business application services. The incumbent will direct the architecture dealing with multi -cloud solutions, design, configuration, operation, and maintenance of systems discovery as well as planning, design, configuration, administration, and continued operation of a defined system.

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
